Job summary

PE Global Recruitment is seeking a Senior Project Manager for a leading Irish public sector entity overseeing major capital infrastructure across Ireland. The role covers the full lifecycle from planning to operation, combining hands-on delivery with team leadership, stakeholder engagement and commercial oversight.

The successful candidate will provide strategic project management support across capital investment programmes and ensure compliance with governance and procurement requirements.

Qualifications

• Degree or equivalent in Construction, Engineering, Quantity Surveying, PM, Architecture or related field.
• Chartered membership in a relevant body is advantageous.
• A recognised PM qualification is desirable.
• Strong knowledge of procurement and delivery of major infra projects.

Responsibilities

• Lead and develop a PM team delivering major infrastructure projects for public sector clients.
• Manage projects through design, planning, procurement, construction and operations.
• Build relationships with Government Departments, public bodies and stakeholders.
• Chair project meetings and represent the organisation at senior-level meetings.

Senior Project Manager - Public Sector Infrastructure

The Opportunity

PE Global Recruitment is currently recruiting for a Senior Project Manager on behalf of a leading public sector entity involved in the planning, procurement and delivery of major capital infrastructure projects across Ireland.

This is a senior-level permanent opportunity offering the successful candidate the chance to work across a significant portfolio of large-scale public infrastructure and capital investment projects, supporting Government Departments and public bodies across a range of sectors.

The successful candidate will take a leading role across the full project lifecycle, from early-stage planning and design through procurement, construction, delivery and operation.

The position combines hands-on project delivery with team leadership, stakeholder management, commercial oversight and strategic advisory responsibilities.

Key Responsibilities

The Senior Project Manager will be responsible for:

• Leading and developing a project management team delivering major infrastructure projects on behalf of public sector clients.
• Managing projects through the design, planning, procurement, construction and operational phases.
• Establishing and maintaining strong relationships with Government Departments, public bodies, consultants, contractors and other key stakeholders.
• Maintaining robust project governance structures, including chairing project meetings and representing the organisation at senior-level project and stakeholder meetings.
• Overseeing project programmes, budgets, risk, change control, health & safety and construction quality.
• Managing design development and planning processes across major capital projects.
• Supporting the implementation of climate action and sustainability strategies across infrastructure programmes.
• Preparing high-quality reports, recommendations, board papers and presentations for senior stakeholders.
• Procuring, appointing and managing external consultants and professional advisors.
• Providing strategic project management support and advice to public sector organisations in relation to their wider capital investment programmes.
• Supporting commercial negotiations, contractual matters and, where required, dispute resolution.
• Ensuring projects are delivered in accordance with appropriate public sector governance, procurement and approval requirements.

Qualifications & Knowledge

The successful candidate should have:

• A third-level degree or equivalent qualification in Construction, Engineering, Quantity Surveying, Project Management, Architecture, Building Services or another relevant discipline.
• Chartered membership of a relevant professional body would be advantageous.
• A recognised Project Management qualification would be desirable.
• Strong knowledge of the procurement and delivery of major building or infrastructure projects.
• An understanding of climate action, sustainability, environmental and ESG considerations associated with large-scale capital projects.
• Knowledge of the governance, approval and delivery stages associated with public infrastructure projects.
• A full clean driving licence.

Experience

Candidates should have a minimum of 10 years' relevant project management experience relating to the procurement, delivery and/or operation of major building or infrastructure projects.

Relevant experience should include a combination of:

• Managing significant project budgets across design, CAPEX and OPEX.
• Cost and change control.
• Value engineering and risk management.
• Managing multidisciplinary design and project teams.
• Major construction or infrastructure procurement.
• Experience with recognised public sector forms of contract.
• Experience working on PPP, privately financed or similarly complex infrastructure projects would be advantageous.
• Commercial negotiations and/or dispute resolution.
• Managing senior internal and external stakeholders throughout complex project lifecycles.
