Job summary

Turner & Townsend in Ireland is seeking a Senior Project Controls Manager to lead planning, cost, risk and performance management across major rail projects. You will establish baselines, drive governance and ensure timely data for decision making.

You will mentor a team of project controllers, implement PMO frameworks, manage change, risk and reporting, and collaborate with stakeholders to deliver programmes at scale while upholding quality and compliance.

Qualifications

• Minimum Level 8 degree in a relevant subject area (e.g., Project Management, Business Administration).
• 10–15 years in project control activities, with at least 2 years as PCM on high-value rail or similar projects.
• Detailed knowledge of core Project Controls Toolsets (cost, schedule, risk, change, reporting).
• Knowledge of quality management and process improvement in construction contexts is desirable.
• Previous PCM/SME experience in a core PCOn discipline in a management role.
• Knowledge of contractual and finance requirements in complex construction programmes.

Responsibilities

• Lead benchmarking initiatives and promote best practices in project controls and document management.
• Establish and maintain a Performance Measurement Baseline using project codes (e.g., EVM).
• Manage monthly Project Review Process and support financial reporting.
• Manage change requests and assess impact on schedule and cost.
• Develop and implement PMO and project controls frameworks for projects/programmes.
• Provide guidance on cost, schedule, change, risk, and reporting to project teams.
