Job summary

Turner & Townsend is hiring an experienced Commercial Manager to lead commercial strategy, contract management, programme controls, budgeting, and risk for a major national infrastructure programme.

You will provide senior commercial leadership across the project lifecycle, oversee governance, procurement strategy, and reporting, and mentor a multidisciplinary team of cost, planning, and project controls specialists.

Qualifications

• Bachelor's degree in Engineering, Quantity Surveying, Project Management, or related discipline.
• Professional membership (e.g., SCSI, RICS, Engineers Ireland, APM).
• Minimum 15 years’ experience delivering major infrastructure or capital programmes.
• Significant commercial leadership experience in complex, multi-disciplinary environments.
• Strong understanding of contract strategy, procurement, cost management and commercial governance.

Responsibilities

• Lead all commercial and contractual activities across assigned programme workstreams.
• Develop contract strategies, oversee tendering and negotiations, and ensure alignment with client governance requirements.
• Manage cost planning, forecasting, benchmarking, performance reporting, and change control.
• Ensure strong commercial stewardship across the full lifecycle of the programme.
• Oversee the development and maintenance of the Master Programme and capital budgets.
• Monitor schedule performance, risk exposure, earned value, and commercial progress.
• Ensure timely and accurate reporting to the client and governance bodies.
• Lead and mentor team members including cost managers, planners, and project controls professionals.
• Foster a collaborative, high performance culture across project teams and interfaces.
• Support capability development, knowledge sharing, and continuous improvement.
• Governance & Compliance: Ensure compliance with client governance, public procurement, and corporate procedures.
