Job summary

The ESB Networks procurement role offers a path to influence meaningful energy infrastructure work across Ireland. You will lead end-to-end EPC, civil, and electrical contractor procurement, guiding complex competitions from requirements definition to contract or framework award.

You will deliver expert procurement advice, ensure governance and compliance, and mentor colleagues while collaborating with ESB Networks, Engineering and Major Projects.

Qualifications

• A Level 8 Degree in Quantity Surveying with a minimum of 5 years post graduate work experience in procurement or commercial roles within construction/utilities.
• Significant experience in procurement or contract/commercial management of construction projects.
• Proven track record delivering procurement processes for works projects.
• Strong commercial acumen and excellent interpersonal skills.
• Experience drafting tender documents and contracts for major building, civil engineering, or utilities projects.
• Knowledge of EU and Government procurement policies and legislation.
• Ability to work in a team and share knowledge.

Responsibilities

• Lead end-to-end EPC, Civil and Electrical Contractor procurement competitions in line with EU procurement legislation and ESB governance.
• Work with framework owners/managers to define requirements and procurement strategies.
• Provide expert commercial and market advice to influence strategies and optimise outcomes.
• Ensure activities comply with EU procurement legislation and internal governance with robust audit trails.
• Collaborate with Legal/Insurance on contracts and bonding requirements.
• Build relationships across ESB Networks, Engineering and Major Projects to support delivery.
• Prepare and issue mini-tenders and tenders for contracts and frameworks.
• Manage procurement aspects of existing contracts and framework agreements.
• Mentor staff and share knowledge within the team.
• Interpret issues and recommend best practice.
• Maintain market knowledge related to EU Utilities Directive.
