Job summary

Fluor Corp in Dublin, Europe, Ireland, seeks a Senior Procurement Manager to lead procurement across the full project lifecycle for major infrastructure and construction programmes. You will manage PQQ/ITT processes and coordinate tender dialogues while liaising with legal teams.

Ideal candidates have 10 years in complex procurement, 5+ years in leadership, PPP/DBFOM experience, and familiarity with EU procurement directives.

Qualifications

• 10 years of experience in a complex procurement environment with at least 5 years leading procurement activities through the project lifecycle.
• Experience in PPP / DBFOM contracts procurement.
• Experience with EU procurement directives and civil/contract law in construction procurement.

Responsibilities

• Support in the management of the development and production of procurement documents for pre-qualification and selection stages, liaising with legal advisors.
• Support in the management of PQQ and ITT evaluation process including development of evaluator training material.
• Manage and co-ordinate the technical workstream of the tender dialogue during the tender phase.

Covering major infrastructure and construction projects, across energy, natural resources, rail, and aviation.

Principal Accountabilities:

• Support in the management of the development and production of the procurement documents for both the pre-qualification and selection stages of the procurement of the contract including liaising with the legal advisors.
• Support in the management of the PQQ and ITT evaluation process including development of evaluator training material, and monitoring progress during the evaluation process.
• Manage and co-ordinate the technical workstream of the tender dialogue during the tender phase including all necessary preparation for the tender dialogue.

Experience:

• 10 years’ experience in a complex procurement environment with at least 5 years’ experience leading procurement activities across the project lifecycle through to procurement completion on a project of a similar scale / complexity
• Experience in the procurement of PPP / DBFOM Contracts
• Experience in procurement of European procurement directives, EU public/utilities civil, contract law and construction procurement as a client or for client bodies

Qualifications:

• Degree in relevant subject area e.g., engineering, supply chain, procurement, quantity surveying, business, or related disciple
• Masters in relevant field would be advantageous (or equivalent masters)
• Chartered - desirable
