The Housing & Community Services Department is responsible for one of the largest and most ambitious public-housing delivery programmes in Ireland. The Department is currently tasked with delivering in excess of 16,000 new homes across multiple delivery streams, while also managing a housing stock of approximately 29,000 units.
The Quantity Surveying Division plays a pivotal role in the successful delivery of the City Council’s Capital Programme. Acting as the commercial governance housing developments, the division ensures that public investment is managed responsibly, transparently, and in line with best practice standards. Its work spans the entire lifecycle of capital projects, from initial planning and procurement through to completion and post-project evaluation.
About the Role
The Senior Executive Quantity Surveyor leads the commercial, cost-management, and procurement functions across capital projects, ensuring high-quality, timely, and compliant delivery in line with the Public Works Contracts and the Capital Works Management Framework (CWMF). The role involves managing in-house quantity surveying teams, external consultants, and acting as a key commercial advisor to senior management.
The Senior Executive Quantity Surveyor duties include but are not limited to the following:
- Project Responsibility – Directs and manages Quantity Surveying Staff and consultant Quantity Surveying firm’s teams across multiple projects.
- Setting Performance Targets – Establishes goals, timelines, and performance expectations to ensure timely project delivery.
- Staff Management – Motivates teams, fosters strong working relationships, responsible for staff performance and ensures effective internal operations.
- Deputising – Acts for the Assistant Chief Quantity Surveyor as directed.
Full Quantity Surveying Service Delivery
- Cost Planning – Produces Estimates [Bills of Quantities, Pricing Schedules, Cost Plans etc.], within commercial reports.
- Tender Procedure – Prepares Tender Documents using Cubit, Buildsoft or equivalent estimation software, in line with ARM and ICMS.
- Contract Administration – Manages commercial aspects from project inception to final account, including administering various contract mechanisms such as evaluation of change events and payment claim process.
- Final accounts – Advises on and prepares final account settlements.
- Provide the full range of quantity surveying services from Project Inception to Final Completion on allocated projects in accordance with the requirements of the Public Works Forms of Contract and the Capital Works Management Framework [or equivalent]
- Interim Payment Evaluation – Assesses contractor & consultant payment applications.
- Claims Assessment – Evaluates claims for entitlement and quantum.
- Change Order Estimation – Prepares and negotiates change orders.
- Cost Interrogation – Reviews and challenges cost submissions on projects. Ensures developing design during the pre-contract phase remain in line with requirements and cost viable.
Procurement & Compliance
- Public Procurement – Manages tender processes in line with CWMF, Public Spending Code, and Public Works Contracts
- Funding Coordination – Prepares and coordinates capital funding applications.
- Project Management – Acts as Project Manager when required.
- Dispute Resolution – Participates in Alternative Dispute Resolution procedures [such as Project Board, Adjudication and, Conciliation as directed].
Stakeholder Engagement
- Coordinates with Government Departments, internal Dublin City Council stakeholders and agencies on project matters.
- Ensures effective delivery from external supply chain partners e.g. quantity surveying consultants.
Professional Development & Continuous Improvement
- Ongoing Development – Maintains up-to-date professional knowledge.
- Operational Efficiency – Ensures the Quantity Surveying Division operates effectively and efficiently.
About You
Candidates shall, on the latest date for receipt of applications:
(a) hold a professional qualification in Quantity Surveying that is prescribed under the Building Control Act 2007, or a qualification in Quantity Surveying, that is equivalent to a qualification so prescribed in Section 29 of the Building Control Act 2007, and
(b) be eligible for registration as a Quantity Surveyor under the Building Control Act 2007 without requiring further assessment. Any appointment by the employing local authority will be subject to registration under the Act.
(c) have at least seven years satisfactory relevant experience in quantity surveying;
(d) possess a high standard of technical training and expertise;
(e) possess a high standard of administrative and management experience;
(f) have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
It would be desirable if the successful candidate had the following:
- Possess a current unendorsed full driving licence (Category B) and/or have access to a vehicle as they may be required to travel in the course of their duties.
The ideal candidate shall have the following Skills and Experience:
- Provides vision, direction, and motivation to Quantity Surveying teams and consultant firms, ensuring delivery of the full Quantity Surveying service lifecycle.
- Optimises team performance to meet organisational goals and policy objectives.
- Understands the role of managers within a local authority structure and works effectively through formal reporting lines.
- Takes a strategic approach to workload, deadlines, and policy delivery.
- Demonstrates initiative, creativity, and modern approaches to Quantity Surveying practice.
- Strong conceptual and analytical skills for interpreting data, costs, and project information.
- Capable of conducting formal and informal inquiries, gathering evidence, drawing conclusions, and making informed recommendations.
- Strong understanding of building construction, structures, development /design economics, construction technology and methodology.
- Familiar with EU & national procurement rules, frameworks, CWMF, and Public Works Contracts [or equivalent procurement procedures].
- Experience in negotiation primarily with understanding of adjudication, conciliation, arbitration, and dispute management.
- Good working knowledge of H&S legislation and its application in the workplace.
- Possess a working knowledge of BIM (Building Information Modelling) and its implications and potential for project delivery.
- Knowledge of Irish public administration and experience operating at a senior administrative level.
- Actively progressing toward professional accreditation.
- Ability to manage financial resources within a budgetary control framework.
- Skilled in analysing, challenging, and validating cost submissions.
- Leads commercial aspects of projects, including claims, payments, and change control.
- Maintains an outward-looking perspective and awareness of construction sector developments.
- Confident liaising with senior personnel, legal teams, developers, and external professionals.
- Able to represent the Council professionally when required.
- Strong written, verbal, and interpersonal communication abilities.
- Strong organisational and ICT skills, including estimation and quantity surveying software and digital tools.
