Job summary

Aspire Living & Learning seeks a Program Manager to oversee daily operations for adults with developmental disabilities in Baltimore County. You will mentor shift supervisors and direct care staff, ensure services meet DDS/state regulations, and participate in clinical assessments.

You’ll manage staffing, budgets, trainings, and on-call duties, coordinating medical, psychiatric and social-emotional supports with the People Team to implement improvements.

Qualifications

  • Bachelor’s Degree in Human Services or related field, or the equivalent combination of education & experience.
  • Experience providing support to individuals with disabilities and challenging behaviors.
  • Excellent interpersonal, organizational and communication skills.
  • Previous supervisory experience strongly preferred.
  • Basic computer skills; Therap a plus.

Program Manager

Aspire Living & Learning is currently seeking a motivated and dedicated Program Manager to oversee the day-to-day operations for adults with developmental disabilities, ensuring that all supported individuals are receiving appropriate clinical and medical services in Baltimore County. The Program Manager will mentor, develop and supervise shift supervisors and direct care staff, ensure adherence to all DDS, funding agency, and state regulations, maintains and monitor staffing schedule, assist with writing clinical assessments and overseeing ISP assessments, and assume on-call responsibilities as required. The Program Manager will also assist and instruct individuals in all aspects of their IP, administer medication when required, provide in-house and agency-contracted training and consultation services, adhere to budgetary guidelines, assist and instruct residents with daily living skills, behavioral and habilitative plans, medical, psychiatric and socio-emotional needs, and work with the People Team to plan and implement corrective action when necessary.

Location: Catonsville and Essex/Dundalk
Pay: $48,000 annually

Program Management
  • Champions an environment in which supported individuals have choices, are treated with respect and dignity and actively engaged in their community
  • Provides ongoing developmental supervision according to agency expectations ensuring employees are meeting programmatic requirements
  • Creates a supportive environment in which to retain quality employees and providers
  • Ensures adherence to organization-wide policies and procedures and state and federal regulations, meeting licensing and certification standards
  • Provides fiscal oversight of the program(s) under the guidance and leadership of the Program Director, this includes managing cash on hand, pex, receipts, etc.
  • Coordinates services to provide medical, psychiatric and social-emotional needs of the supported individuals
  • Provides programmatic oversight regarding required record keeping and program and vehicle safety.
Leadership and Coordination
  • Fosters an environment where the dignity, decisions and rights of the individuals are valued.
  • Foster a positive work environment while championing a culture of teamwork, growth, collaboration and communication.
  • Coordinate with and provides support to other departments such as Quality Assurance/Quality Enhancement, nursing, clinical and other administrative departments.
  • Provide leadership and guidance to the day-to-day operations of the shift including but limited to data collection and documentation, ISP/IEP goals, community inclusion activities, aids to daily living.
  • Participate in and complete training sessions as delegated by management to enhance skills and knowledge relevant to the role.
Administrative Responsibilities
  • Oversee administrative tasks to ensure compliance including completion of employee performance appraisals, maintaining schedules for effective programming, etc.
  • Ensure that all employees have received the necessary regulatory training and guidance to best support the individuals served.
  • Perform any additional job responsibilities assigned by supervisors or team leaders to support the organization's smooth operation.
  • Conduct training as required and assigned.
  • Accept reassignment as required
Our ideal candidate
  • Bachelor’s Degree in Human Services or a related field, or the equivalent combination of education & experience required.
  • Experience providing support to individuals with disabilities and challenging behaviors.
  • Excellent interpersonal, organizational and communication skills.
  • Previous supervisory experience strongly preferred.
  • Basic Computer skills, experience using Therap a plus!
  • High School Diploma or GED required.
  • Empathy, enthusiasm, and a passion and dedication for helping others.
  • In some locations, a valid US driver’s license, vehicle, and auto insurance may be required, with at least 3 years of driving experience. Access to reliable transportation is required, and some positions may require the use of a personal vehicle to transport supported individuals, depending on program needs.
