Job summary

Nicholas O’Dwyer Ltd. seeks an Enabling Works Site Supervisor - Rail to oversee site activities for enabling works packages on major infrastructure projects. You will report to the Construction Manager and ensure safety, quality, and programme adherence.

Responsibilities include supervising daily activities, coordinating with contractors, monitoring progress, and implementing ITPs and QA processes. Strong rail sector experience and NEC4 knowledge are advantageous.

Qualifications

  • Degree or relevant qualification at NFQ Level 6 or 7, or equivalent, in Engineering, Construction, Project Management, or a related discipline.
  • Between 5 and 10 years’ relevant construction or engineering experience, including at least 3 years supervising enabling works, rail, transportation, or comparable infrastructure activities.
  • Demonstrated experience supervising enabling works in preparation for complex infrastructure construction.
  • Experience working on rail, transportation, or comparable multidisciplinary infrastructure projects.
  • Knowledge of Safety, Health and Welfare at Work (Construction) Regulations and associated Irish construction legislation.
  • Demonstrated commitment to maintaining high standards of health, safety, environmental compliance, and quality.
  • Knowledge of NEC4 contracts and an understanding of commercial project requirements.

Responsibilities

  • Support the planning, coordination, and supervision of assigned enabling works activities across all stages of site delivery.
  • Supervise assigned day-to-day site activities and monitor construction readiness and contractor performance.
  • Monitor site preparation, utility diversions, demolition, surveys, archaeology, heritage works, environmental monitoring, and utility protection activities.
  • Ensure works are delivered safely, on programme, and in accordance with contract requirements, approved drawings, and technical specifications.
  • Promote and enforce a strong site safety culture through regular engagement, inspections, and prompt resolution of safety concerns.
  • Undertake formal safety tours, assurance activities, and site inspections, ensuring findings are recorded and closed out appropriately.
  • Work with the Construction Manager and project planners to support detailed schedules, milestones, and site deliverables.
  • Monitor progress against the approved programme and promptly elevate potential delays, constraints, or delivery risks.
  • Contribute to mitigation and recovery plans and elevate matters requiring senior direction.
  • Coordinate with project teams, contractors, utility providers, and stakeholders to maintain efficient site operations.
  • Ensure works comply with contract specifications, approved drawings, applicable legislation, industry standards, planning conditions, and environmental requirements.
  • Monitor the implementation of health, safety, environmental, and quality management procedures.
  • Support quality assurance processes and the implementation of Inspection and Test Plans.
  • Inspect completed works and assess readiness for formal inspection, testing, or handover.
  • Record inspection outcomes and monitor the completion of defects, non-conformances, and remedial works.
  • Evaluate site progress against contract documentation, programme requirements, and agreed milestones.
  • Provide clear and accurate site progress information to the Construction Manager and wider project team.
  • Monitor and assess the competence and performance of contractor personnel before and during site activities.
  • Act as a day-to-day contact for contractors within assigned work areas and maintain clear and consistent communication.
  • Report site progress, risks, safety concerns, quality issues, and proposed resolutions.
  • Identify opportunities for cost-effective delivery and efficient use of site resources.
  • Maintain complete and accurate site diaries, inspection records, photographic records, and progress information for assigned works, escalating significant issues promptly.
  • Undertake additional duties as required to support project delivery and reflect the evolving needs of the business.
