Job summary

Nicholas O’Dwyer Ltd seeks a Senior Enabling Works Site Supervisor - Rail to lead safe, timely supervisory activities for enabling works on major infrastructure projects. You will coordinate site activities, monitor contractor performance, and ensure compliance with contract requirements and safety standards.

The role reports to the Construction Manager and requires a minimum of 10 years in construction/engineering, with at least 5 years supervising enabling works in rail or related major

Qualifications

• Degree or relevant qualification at NFQ Level 6 or 7, in Engineering, Construction, Project Management, or related discipline.
• A minimum of 10 years’ relevant construction or engineering experience, including at least 5 years supervising enabling works, rail, transportation, or major infrastructure activities.
• Experience supervising enabling works in preparation for complex infrastructure construction.
• Experience working on rail or transportation infrastructure projects.
• Strong knowledge of construction processes, materials, site methodologies, logistics, and techniques.
• Knowledge of safety regulations and quality standards in construction.
• Experience applying Inspection and Test Plans and construction assurance procedures.
• Knowledge of NEC4 contracts and commercial project requirements.
• Ability to read and interpret technical drawings and contract documentation.
• Good communication and reporting skills.

Responsibilities

• Lead site supervision input to planning, coordination, and delivery of enabling works across all stages of site delivery.
• Lead day-to-day site supervision and monitoring of contractor performance across assigned work areas.
• Monitor site preparation, utility diversions, demolition, surveys, archaeology, heritage works, and environmental monitoring.
• Ensure works are delivered safely, on programme and in accordance with contract requirements and drawings.
• Promote a strong site safety culture through regular inspections and issue resolution.
• Carry out safety tours, assurance activities, and site inspections with documented findings.
• Support detailed schedules, milestones, and site deliverables with project planners.
• Monitor progress and escalate delays or risks to the Construction Manager.
• Develop mitigation and recovery plans and coordinate with project teams and stakeholders.
• Ensure compliance with legislation, planning conditions, and environmental requirements.

About The Role

We are seeking a Senior Enabling Works Site Supervisor - Rail to lead the safe, timely, and efficient supervision of site activities associated with enabling works packages on major infrastructure projects.

Reporting to the Construction Manager, the role will provide senior day-to-day site leadership across site preparation, utility diversions and protection works, demolition, surveys, archaeological and heritage works, environmental monitoring, and other pre-construction activities. The successful candidate will coordinate site supervision activities, monitor contractor performance, and ensure works comply with contract requirements, approved designs, programme milestones, and applicable safety, environmental, and quality standards.

Key Duties And Responsibilities

• Lead site supervision input to the planning, coordination, and delivery of enabling works packages across all stages of site delivery.
• Lead day-to-day site supervision, construction readiness reviews, and the monitoring of contractor performance across assigned work areas.
• Monitor site preparation, utility diversions, demolition, surveys, archaeology, heritage works, environmental monitoring, and utility protection activities.
• Ensure works are delivered safely, on programme, and in accordance with contract requirements, approved drawings, and technical specifications.
• Promote and enforce a strong site safety culture through regular engagement, inspections, and prompt resolution of safety concerns.
• Undertake formal safety tours, assurance activities, and site inspections, ensuring findings are recorded and closed out appropriately.
• Work with the Construction Manager and project planners to support detailed schedules, milestones, and site deliverables.
• Monitor progress against the approved programme and promptly elevate potential delays, constraints, or delivery risks.
• Support the development and implementation of mitigation and recovery plans.
• Coordinate with project teams, contractors, utility providers, and stakeholders to maintain efficient site operations.
• Ensure works comply with contract specifications, approved drawings, applicable legislation, industry standards, planning conditions, and environmental requirements.
• Monitor the implementation of health, safety, environmental, and quality management procedures.
• Support quality assurance processes and the implementation of Inspection and Test Plans.
• Inspect completed works and assess readiness for formal inspection, testing, or handover.
• Record inspection outcomes and monitor the completion of defects, non-conformances, and remedial works.
• Evaluate site progress against contract documentation, programme requirements, and agreed milestones.
• Provide authoritative site progress, assurance, risk, and performance information to the Construction Manager and wider project team.
• Monitor and assess the competence and performance of contractor personnel before and during site activities.
• Act as the senior day-to-day site contact for contractors and coordinate the resolution of site, interface, safety, and quality matters.
• Report site progress, risks, safety concerns, quality issues, and proposed resolutions.
• Identify opportunities for cost-effective delivery and efficient use of site resources.
• Coordinate and mentor site supervision personnel, allocate inspection coverage, and ensure consistent application of site safety, quality, assurance, and reporting procedures.
• Undertake additional duties as required to support project delivery and reflect the evolving needs of the business.

Key Requirements

• Degree or relevant qualification at NFQ Level 6 or 7, or equivalent, in Engineering, Construction, Project Management, or a related discipline.
• A minimum of 10 years’ relevant construction or engineering experience, including at least 5 years supervising enabling works, rail, transportation, or comparable major infrastructure activities.
• Demonstrated experience supervising enabling works in preparation for complex infrastructure construction.
• Experience working on rail, transportation, or comparable multidisciplinary infrastructure projects.
• Strong knowledge of construction processes, materials, site methodologies, logistics, and techniques.
• Knowledge of the Safety, Health and Welfare at Work (Construction) Regulations and associated Irish construction legislation.
• Demonstrated commitment to maintaining high standards of health, safety, environmental compliance, and quality.
• Experience applying Inspection and Test Plans and construction assurance procedures.
• Knowledge of NEC4 contracts and an understanding of commercial project requirements.
• Ability to read and interpret technical drawings, specifications, construction programmes, and contract documentation.
• Experience monitoring site progress against schedules, milestones, and quality requirements.
• Ability to identify site risks, resolve day-to-day issues, and contribute to appropriate mitigation measures.
• Strong communication, teamwork, organisational, and reporting skills.
• Additional professional qualifications or membership of an appropriate body, such as MCIOB, MICE, or equivalent, would be advantageous.
• Full clean driving licence and flexibility to travel to project sites as required.
