Quality Assurance and Quality Control (QA / QC) Lead - Large Construction or Infrastructure Projects, ideally Offshore Wind, Offshore & Onshore Substations, or Offshore Oil & Gas Topside Fabrication

Reporting to: Ireland’s national Transmission System Operator (TSO) Head of Offshore Phase 2
Location: Dublin City. Hybrid (flexible) Desirable requirement 3 days in the office, 2 days remote.
Our client Develops, Manages, and Operates Ireland’s Electricity Grid. They are responsible for the safe, secure and reliable supply of Ireland’s electricity. Their job is to bring power from where it is generated to where it is needed throughout Ireland, onshore and offshore. Whilst they are not responsible for generating electricity or building windfarms, they are responsible for Connecting Electricity Generation Infrastructure, such as Offshore and Onshore Windfarms, into National Electricity Grid.
Job Description
The role will be in the Offshore Phase 2 Tonn Nua Team, where the successful candidate will fulfil the role of Substation (Offshore Substation (OSS), Transport & Installation (T&I) & Onshore Compensation Compound (OCC)) QA/QC Lead.
Key Responsibilities
- Provide Quality Management related support to the OSS, T&I & OCC package across all project lifecycle stages, including input to project governance and assistance developing, specifying and negotiating Employer's Requirements during the development phase
- Ensure quality requirements are embedded within Engineering, Design and transportation & installation activities.
- Verify compliance with Project Specifications, Grid Requirements, industry standards, and certification requirements.
- Review and approve contractor Quality Plans and Quality Procedures.
- Assess contractor quality capability during procurement and tender evaluations.
- Implement and maintain the project Quality Management System (QMS) across OSS, T&I & OCC design, fabrication and construction activities
- Provide in-depth technical quality support for specific activities relevant to OSS, T&I & OCC scope (e.g. welding, structural fabrication, electrical equipment testing)
- Proactively manage quality activities and personnel within the package area, and liaise with Employer representation at contractor and fabrication sites
- Liaise with Senior Programme and Package Management Personnel (including the OSS Package Manager, OCC Package Manager and EirGrid programme leads) to discuss quality issues and report progress on quality activities
- Support internal and external audit activities across the Substation package including OSS, T&I and OCC.
- Coordinate Quality Inspections and report on Quality Performance, following up on any adverse findings through to close-out
- Work closely with the project team to provide quality documentation, undertake reporting and tracking of activity progress, and identify trends in Technical Queries, Defects and remedial works
- Support the identification, tracking and close-out of non-conformances
- Assist with the production and review of Inspection and Test Plans (ITPs) with the relevant engineering disciplines
- Support and feed into Root Cause Analyses where required
- Ensure site, fabrication, marine installation and onshore construction teams have the necessary equipment, resources and instructions, including access to relevant project procedures, reports and documentation
- Assist with site, manufacturing, fabrication, offshore installation and onshore construction inspections as required, including travel to OSS fabrication yards and OCC construction site.
- Participate in lessons learned and continuous improvement activities across the programme
Knowledge, Skills and Experience
- Minimum 15 years experience undertaking Quality Assurance and Quality Control on Large Construction or Infrastructure Projects, ideally Offshore Wind, Offshore & Onshore Substations, or Offshore Oil & Gas Topside Fabrication
- Chartership or membership of a professional, NFQ 8, Relevant Leadership and Management Training
- Engineering degree qualified, or equivalent technical qualification / experience
- Experience across FEED, detailed design, manufacturing, fabrication, construction, commissioning, and handover phases.
- Experience supporting Contractual Setup and/or Construction-Phase Works on Large Capital Projects, ideally EPCI in structure
- Track record leading on safety and supporting continuous improvement initiatives
- Proactive communicator, comfortable working with international teams and multiple contractor interfaces
- Quality Auditing Certification (e. Lead Auditor / ISO 9001)
- Knowledge of NDT, and welding/coating qualifications, would be helpful but are not essential
- Offshore working experience and/or Offshore Survival Training, with willingness to attend Offshore and Onshore sites, including international fabrication yards, where required
