Job summary

Roughan & O’Donovan is seeking an experienced project resident engineer for an 18‑month contract in the north Cork area. You will manage the site supervision team delivering bridge construction and local road diversions, with duties in a live railway environment and strict compliance with contract specifications, health and safety, and environmental rules.

The role requires an engineering degree (Level 8) and at least 15 years post‑graduate experience, including PW‑CF3 contract exposure.

Qualifications

• Engineering degree (Level 8 or equivalent) is required.
• Minimum 15 years postgraduate experience in supervising major civil works.
• Experience in railway environments and PW-CF3 contract administration is essential.
• Chartered engineer status (CEng MIEI or equivalent) preferred.
• Knowledge of health and safety regulations and value engineering proposals is advantageous.

• Lead and supervise site team responsible for bridge construction and road diversions in north Cork.
• Oversee day-to-day site operations, ensuring compliance with contract specs, safety, quality and environmental standards.
• Review contractor submissions, method statements and traffic management plans.
• Liaise with design team, stakeholders and utilities; establish QC procedures and records.
• Assist employer’s representative and administer PW-CF3 contract requirements.

Roughan & O’Donovan (ROD) is looking to recruit an experienced project resident engineer for an 18-month contract position in the north Cork area

Location: Cork

Duration: Up to 18 months

About the role

You will manage and supervise the site supervision team responsible for the delivery of several bridge construction and local road diversion projects in county Cork.

The role will involve overseeing day-to-day site operations and ensuring compliance with contract specifications, health and safety requirements, quality standards and environmental regulations in a live railway environment.

Duties

• Assist the employer’s representative in the performance of his/her duties
• Administer the public works contract for civil engineering works designed by the employer (PW-CF3)
• Manage the site-based team, delegate tasks and monitor the execution of the works in accordance with the contract requirements
• Review the contractor’s submissions, including method statements, temporary traffic management plans and environmental management plans
• Review technical queries and liaise with the design team on any design-related matters
• Liaise with stakeholders and utility providers
• Establish procedures and systems for quality control, accurate record-keeping and claims management
• A degree in engineering (Level 8 in the National Framework of Qualifications or equivalent)
• At least 15 years’ postgraduate experience in the supervision of major civil engineering works, including:
  • a minimum of ten years’ experience in civil engineering works and a minimum of seven years’ combined experience in the role of project/senior resident engineer or equivalent on civil engineering projects, including:
    • civil infrastructure projects (rail/roads) including at least one with a construction value in excess of €15.0 million (exclusive of VAT)
    • bridge projects including at least one individual bridge structure with a construction value in excess of €0.5 million (exclusive of VAT)
• Have undertaken the role of project/senior resident engineer or equivalent on civil infrastructure projects constructed under the Public Works Contract (PW-CF3)
• Experience in the supervision of works in a railway environment

Experience in administering the public works forms of contract

• Chartered engineer status (CEng MIEI or equivalent)
• Personal Track Safety training
• Knowledge and experience of the Iarnród Eireann Project Management Procedures (PMP)
• Knowledge and awareness of health and safety legislation and regulations
• Experience of dispute management procedures under civil engineering construction contracts
• Experience in the assessment and approval or otherwise of value engineering proposals
