Job description

The Project Manager will provide end-to-end project management for growth activity across Ireland and the UK, with a particular focus on major bids, contract awards and mobilisation /implementation programmes. The Project Manager will create the structure, governance, integrated plans, dependencies, actions, risks and reporting that enable the relevant bid and subject matter leads to deliver successfully.

The Project Manager will become involved early in strategic opportunities, capturing the activity, decisions, assumptions and dependencies that emerge during market engagement and bid development so these can transition seamlessly into a mobilisation plan following contract award. They will manage multiple complex workstreams, maintain clear accountability across functions, and provide senior leaders with visibility of progress, risks, decisions and resource requirements.

This role will be based in Ireland or UK, with travel across Ireland and the UK.

PERSON PROFILE

We are seeking an experienced and highly organised Project Manager who can bring discipline, pace and strong governance to complex growth projects. The successful candidate will be comfortable operating across multiple functions and senior stakeholders, translating a large volume of activity into clear plans, actions and decision points. They will have formal project management training/qualifications and demonstrable experience of managing complex projects involving bids, contract implementation or mobilisation. Experience within employability, public services, government contracting or another regulated/contract-led environment is highly desirable.

KEY RESPONSIBILITIES
  • Lead the project management of strategic growth projects activities in Ireland and the UK, from early opportunity/capture stage through bid development, award and mobilisation.
  • Develop and maintain integrated project plans covering milestones, workstreams, dependencies, owners, deadlines, resources, budgets where applicable, and critical decision points.
  • Project manage major bids and procurements by coordinating the overall programme of activity, timelines, governance, inputs and dependencies, while working alongside the Bid Manager and bid team.
  • Capture key activity, commitments, assumptions, decisions, risks and dependencies during the pre-bid and bid stages so that successful bids can transition quickly into robust mobilisation and implementation plans.
  • Lead mobilisation project management following contract award, establishing workstreams, governance, milestones, readiness criteria and reporting through to go-live and early-life stabilisation.
  • Coordinate cross-functional input from Operations, Finance, HR, L&D, Quality, Compliance, IT, Business Intelligence, Marketing and other subject matter experts.
  • Establish clear project governance including project boards/steering groups, workstream structures, meeting cadence, action logs, decision logs, RAID logs and escalation routes.
  • Maintain a clear view of project interdependencies, critical path and resource pressures across simultaneous bids, mobilisations and other strategic initiatives.
  • Identify, assess and actively manage project risks and issues, ensuring mitigations, owners and escalation are in place and that senior leaders are alerted early to material risks.
  • Prepare concise, high-quality project reporting for the General Manager, senior leadership, project boards and other governance forums, highlighting progress, exceptions, decisions required and next steps.
  • Facilitate project and workstream meetings, ensuring actions and decisions are clearly recorded, assigned and followed through to completion.
  • Support bid teams with project management content where required, including mobilisation plans, implementation approaches, governance models, delivery timelines, risk management and transition planning.
  • Ensure contractual, procurement and client requirements are translated into project deliverables and tracked through implementation.
  • Work with functional leads to test operational readiness before go-live, including people, premises, systems, training, processes, compliance, data/reporting, supply chain/partners and customer/participant journey requirements.
  • Support effective stakeholder and partner management, including external delivery partners, subcontractors, consultants and public-sector stakeholders where relevant.
  • Develop and maintain reusable project management tools, mobilisation templates, lessons learned and good practice to strengthen and implementation capability.
  • Conduct post-project and post-mobilisation reviews, ensuring lessons learned are captured and applied to future bids and growth projects.
ESSENTIAL REQUIREMENTS
  • A recognised project management qualification, such as PRINCE2, PMP or equivalent.
  • Significant practical experience managing complex, multi-workstream projects from initiation through delivery/implementation.
  • Demonstrable experience supporting major bids, tenders or competitive procurements, with a clear understanding of the distinction between bid management and project management.
  • Experience of contract mobilisation, implementation, transition or service launch, ideally within government, employability, public services or another contract-led environment.
  • Strong project governance capability, including integrated planning, RAID management, dependency management, change control, decision tracking and executive reporting.
  • Ability and willingness to travel within Ireland and the UK as required.
  • Full, valid driving licence and access to a vehicle.
