Nicholas O’Dwyer Ltd is seeking an experienced Project Engineer / Assistant Project Engineer to support a major asbestos surveying programme across a water and wastewater portfolio. Reporting to the Asbestos Programme Manager, you will assist with planning, procurement, contractor coordination and stakeholder engagement.

The role focuses on programme support, procurement coordination and delivery facilitation rather than technical asbestos expertise, with exposure to operations teams and survey

Qualifications

  • Qualification in Engineering, Construction, Project Management, Quantity Surveying, Environmental Science, or related discipline.
  • Experience supporting infrastructure, utilities, construction, or similar projects.
  • Experience assisting with procurement, tender prep, and contract administration.
  • Strong organisational and coordination skills for multiple stakeholders.
  • Experience with contractors, consultants, and multidisciplinary teams.
  • Good communication and stakeholder management skills.
  • Experience managing project documentation and reports.
  • Strong analytical and problem-solving skills.
  • Proficiency in Microsoft Office, especially Excel and PowerPoint.
  • Ability to coordinate inputs from subject matter experts.
  • Full driving licence and willingness to attend sites.

Responsibilities

  • Coordinate and deliver a large-scale asbestos surveying programme.
  • Assist with tender documentation, procurement packages, and contracts.
  • Liaise with internal technical specialists to incorporate requirements.
  • Coordinate survey activities across operational sites and plan delivery.
  • Facilitate contractor access and ensure surveys are completed efficiently.
  • Mobilise and manage survey contractors and service providers.
  • Monitor progress and assist with reporting, tracking and performance.
  • Assist with budgets, schedules, risks and deliverables.
  • Maintain programme records and survey information.
  • Coordinate communications between contractors, consultants and operations.
  • Assist with contract administration and deliverables.
  • Support stakeholder updates and continuous improvement.
  • Undertake site visits as required.

About the Role

We are seeking an experienced Project Engineer / Assistant Project Engineer to support the delivery of a major asbestos surveying programme across an extensive water and wastewater asset portfolio. Reporting to the Asbestos Programme Manager, the successful candidate will support programme planning, procurement activities, contractor coordination and stakeholder engagement. The role will involve close collaboration with Operations teams, asbestos specialists, consultants and survey contractors to ensure that survey activities are effectively planned, coordinated and delivered. Whilst knowledge of asbestos management would be beneficial, the role is primarily focused on programme support, procurement coordination, contractor management and delivery facilitation rather than acting as a technical asbestos specialist.

Core role requirements
  • Supporting the Asbestos Programme Manager in the coordination and delivery of a large-scale asbestos surveying programme.
  • Assisting with the preparation of tender documentation, procurement packages and contract documentation.
  • Liaising with internal technical specialists to ensure technical requirements and scopes of work are incorporated into tender and contract documents.
  • Coordinating survey activities across operational sites and assisting with programme scheduling and delivery planning.
  • Working closely with Operations teams and site personnel to facilitate contractor access and ensure survey activities can be completed efficiently.
  • Supporting the mobilisation and ongoing management of survey contractors and specialist service providers.
  • Monitoring contractor progress and assisting with programme reporting, tracking and performance management.
  • Supporting the management of programme budgets, schedules, risks and key deliverables.
  • Maintaining programme records, documentation and survey information.
  • Coordinating communications between contractors, consultants, operational teams and other stakeholders.
  • Assisting with contract administration and management of contractor deliverables.
  • Supporting stakeholder engagement activities and providing regular programme updates.
  • Contributing to the continuous improvement of programme delivery processes and procedures.
  • Undertaking site visits as required to support programme delivery and contractor coordination.
Qualifications and Experience
  • Relevant qualification in Engineering, Construction, Project Management, Quantity Surveying, Environmental Science, Business Management or a related discipline.
  • Experience supporting projects or programmes within infrastructure, utilities, construction, engineering or similar sectors.
  • Experience assisting with procurement activities, tender preparation and contract administration.
  • Strong organisational and coordination skills, with the ability to manage multiple stakeholders and competing priorities.
  • Experience working with contractors, consultants and multidisciplinary teams.
  • Good communication and stakeholder management skills.
  • Experience managing project documentation, reports and programme information.
  • Strong analytical and problem-solving skills.
  • Proficiency in Microsoft Office applications, particularly Excel and PowerPoint.
  • Ability to coordinate technical inputs from subject matter experts and support project delivery activities.
  • Full driving licence and willingness to attend operational sites as required.
Desirable
  • Experience working across water, wastewater, utilities or other operational asset environments.
  • Familiarity with procurement processes and contract administration.
  • Experience coordinating contractors or field-based activities across multiple locations.
  • Familiarity with asset management systems, programme management tools or compliance databases.
  • Knowledge of asbestos management or surveying programmes would be advantageous but is not essential.
  • Experience with NEC or NEC4 contracts would be advantageous.
