Nicholas O’Dwyer Ltd is seeking a Project/Programme Manager to lead the planning, procurement and delivery of an asbestos surveying programme across a diverse asset portfolio. You will coordinate activities with Operations teams, technical specialists, consultants and contractors to ensure surveying is planned, organised and delivered effectively.

While knowledge of asbestos management is beneficial, the role focuses on programme management, procurement, stakeholder coordination and delivery

Qualifications

  • Degree or equivalent in Engineering, Construction, PM, QS, or related discipline.
  • Experience managing projects, programmes, or contracts within infrastructure sectors.
  • Experience preparing tender documents and procurement packages.
  • Strong organisational and coordination skills across multiple teams.
  • Knowledge of NEC/NEC4 contracts is advantageous.

  • Support planning, coordination and delivery of a surveying programme across a diverse asset portfolio.
  • Coordinate with Operations, technical specialists, consultants and contractors.
  • Prepare tender and procurement documentation and contracts.
  • Define technical requirements with SMEs for procurement.
  • Monitor programme budgets, schedules and deliverables.
  • Manage programme reporting and stakeholder communications.
  • Assist with risk identification and controls.
  • Coordinate mobilisation, planning and execution of survey activities.

About the Role:

We are seeking a Project/Programme Manager to lead the planning, procurement and delivery of an asbestos surveying programme across an extensive asset portfolio.

The successful candidate will play a key role in coordinating programme activities, managing procurement and contract arrangements, engaging with stakeholders and supporting the delivery of programme objectives. The role will involve close collaboration with internal asbestos specialists, Operations teams, consultants and contractors to ensure that asbestos surveying activities are planned, organised and delivered effectively.

Whilst knowledge of asbestos management would be beneficial, the role is primarily focused on programme management, procurement, stakeholder coordination and delivery oversight rather than acting as a technical asbestos specialist.

The role will form part of the Safety, Health & Wellbeing Team.

Core role requirements:
  • Supporting the planning, coordination and delivery of a asbestos surveying programme across a diverse asset portfolio.
  • Working with internal stakeholders to develop delivery strategies, programmes and schedules.
  • Coordinating activities between Operations teams, technical specialists, consultants and contractors.
  • Preparing and managing tender documentation, procurement packages and contract documentation.
  • Liaising with subject matter experts to define technical requirements and scopes of work for procurement activities.
  • Supporting contractor procurement processes, framework agreements and contract administration activities.
  • Monitoring programme performance, budgets, schedules and key deliverables.
  • Managing programme reporting, governance requirements and stakeholder communications.
  • Assisting with risk identification, mitigation and programme controls.
  • Coordinating the mobilisation, planning and execution of asbestos survey activities.
  • Supporting the management of programme information, records and performance data.
  • Contributing to the development and continuous improvement of programme management processes and procedures.
  • Building and maintaining effective working relationships with internal and external stakeholders.
Qualifications and Experience:
  • Degree or equivalent qualification in Engineering, Construction, Project Management, Quantity Surveying, Business Management or a related discipline.
  • Experience managing projects, programmes, frameworks or contracts within infrastructure, utilities, construction, engineering or similar sectors.
  • Experience preparing and managing tender documentation, procurement exercises and contract packages.
  • Strong organisational and project management skills, with the ability to coordinate multiple stakeholders and workstreams.
  • Experience working with consultants, contractors and multidisciplinary teams.
  • Knowledge of procurement processes and contract administration principles.
  • Experience managing programme budgets, schedules, risks and reporting requirements.
  • Strong communication and stakeholder management skills.
  • Ability to coordinate technical inputs from subject matter experts and translate requirements into deliverable work packages.
  • Commercial awareness and experience supporting programme or contract delivery.
  • Knowledge of asbestos management or surveying programmes would be advantageous but is not essential.
  • NEC or NEC4 contract experience would be advantageous.
