Job summary

The Atlantic Projects Company is seeking a Permit to Work Officer for our Tarbert project in Ireland. This on-site, full-time role focuses on administering and coordinating the PTW system during commissioning, ensuring safety, LOTO compliance, and proper isolation management.

You will work at the interface of construction and commissioning, maintain registers, and liaise with commissioning engineers and site management to align PTW activities with the programme and handover schedule.

Qualifications

• Minimum 5 years' experience in a safety-critical industrial or construction environment, with at least 2 years in a PTW coordination or administration role.
• Experience on power station, energy, or heavy industrial construction projects (gas, wind, HV substation, or similar)
• Thorough understanding of isolation, LOTO, and energy control procedures
• Familiarity with commissioning environments and the management of live/energised plant
• Understanding of electrical single-line diagrams, P&IDs, and plant layout drawings

Responsibilities

• Issue, control, suspend, and cancel permits to work in accordance with the project PTW procedure
• Maintain the PTW register, ensuring all active, suspended, and closed permits are accurately logged and tracked in real time
• Conduct daily permit board reviews with area supervisors, commissioning engineers, and the construction team
• Ensure permits are correctly cross-referenced with isolations & lock-out/tag-out (LOTO) records
• Coordinate, identify and manage conflicts between work activities
• Work closely with the commissioning team to ensure all electrical, mechanical, pneumatic, hydraulic, and process isolations are correctly applied and documented prior to permit issue
• Maintain the isolation register and verify that LOTO procedures are correctly executed before work commences
• Ensure de-isolation and reinstatement procedures are formally controlled through the PTW system
• Manage the transition of systems from construction to commissioning and from commissioning to operations
• Liaise with the commissioning manager and lead commissioning engineers to ensure PTW activities align with the commissioning programme and system handover schedule
• Ensure all PTW activities comply with the Safety, Health and Welfare at Work Act 2005
• Coordinate with the HSE Officer and site management to investigate PTW-related near misses or incidents
• Participate in PTW audits, reviews, and continuous improvement initiatives
• Ensure that all persons receiving permits have been suitably briefed, are competent, and hold the necessary certifications for the work being undertaken
• Attend daily site safety and planning meetings to coordinate permit activity with the construction and commissioning schedule
• Provide daily and weekly PTW status reports to the site HSE Manager and Project Manager
• Escalate unresolved conflicts, safety concerns, or breaches of the PTW system immediately to senior site management

We are looking for a Permit to Work Officer to join the APC team! This is a full-time role, based at our project in Tarbert. The core working hours are 8:00am-5:00pm (including a 1-hour break), Monday to Friday.

Position Summary

The Permit to Work Officer is responsible for the administration, coordination, and control of the Permit to Work system during the commissioning phase of a power station construction project. Working at the interface between construction and commissioning, the PTW Officer ensures that all work activities are conducted safely, in accordance with the project's safety management system, statutory requirements, and the Contractors PTW procedure. This is a critical safety-critical role requiring a thorough understanding of both construction and commissioning environments, including the management of energised systems, isolation procedures, and multi-disciplinary work fronts.
