Job summary

Executive Edge Recruitment client is seeking a senior Change Programme Manager to lead and embed change across a complex organisation in Dublin. This is a high-exposure role reporting to the Leadership Team and engaging with senior stakeholders.

You will establish programme governance, manage risks, dependencies and benefits, ensure readiness and adoption, and provide clear dashboards to support strategic decision-making across multiple workstreams.

Qualifications

  • A third-level qualification relevant to the role.
  • 7+ years' experience leading complex change, transformation or organisational programmes.
  • Experience managing change in complex organisations, including environments with resistance.
  • Proven experience managing and influencing senior stakeholders.
  • Experience establishing or developing PMO, programme governance or transformation office capabilities.
  • Strong programme governance, risk, dependency and benefits management experience.
  • Experience preparing executive-level reporting, dashboards and management information.
  • Excellent communication, influencing and relationship-building skills.
  • The confidence and credibility to engage with senior management and challenge constructively when required.
  • A pragmatic approach to change, with the ability to build consensus while maintaining momentum and delivery.
  • Previous senior management experience within Civil Service, regulatory, public sector or semi-state environment would be an advantage.

Responsibilities

  • Lead the development and implementation of the organisation's change management approach and operating model.
  • Establish appropriate programme governance, reporting, assurance and escalation processes.
  • Develop and maintain an integrated view of major organisational change initiatives, including milestones, risks, dependencies, benefits and organisational impacts.
  • Provide clear and concise reporting, dashboards and insights to senior leadership to support effective decision-making.
  • Lead change programmes through the full lifecycle, ensuring that organisational readiness, stakeholder engagement and adoption are properly managed.
  • Work closely with senior stakeholders to understand concerns, manage resistance and build support for change.
  • Influence and engage stakeholders at all levels, including senior management, leadership teams and other key internal and external stakeholders.
  • Identify programme risks, dependencies and barriers to delivery and ensure appropriate actions are taken.
  • Ensure consistency across multiple change initiatives and provide appropriate oversight of internally and externally delivered workstreams.
  • Build strong relationships across corporate and operational functions to ensure that change programmes are properly aligned and integrated.
  • Monitor programme performance, organisational readiness and benefits realisation, recommending corrective action where required.
  • Establish processes to ensure new frameworks, processes and knowledge are successfully embedded into business-as-usual operations.
  • Act as a trusted advisor to senior leadership on organisational change, programme governance and portfolio management.

Job description

Our client is a well-established organisation undergoing a significant programme of organisational change and transformation. They are looking to appoint an experienced Change Programme Manager to lead and embed change across a complex organisation.

This is a senior role with significant exposure to the Leadership Team and senior stakeholders. It will suit an experienced programme or change professional who is confident operating at senior level, influencing stakeholders and bringing structure, governance and momentum to complex change programmes.

The role would particularly suit someone who has worked at a senior management level within the Civil Service, a regulatory body, public sector or other complex organisation, and who understands how to deliver change where there are multiple stakeholders and competing priorities.

The Role:

This role requires a senior change professional who is comfortable working in a complex environment and can influence and challenge at senior level.

You will ideally have:

  • A third-level qualification relevant to the role.
  • 7+ years' experience leading complex change, transformation or organisational programmes.
