Job summary

The Irish Aviation Authority is seeking a Learning & Development Specialist to assess organisational learning needs, design programmes, and deliver initiatives that build workforce capability. You will manage onboarding, CPD, and competency frameworks, while coordinating external training and vendor engagements.

You will lead learning projects across HR, collaborate with managers and SMEs, and drive continuous learning through digital tools and AI-enabled solutions.

Qualifications

• A relevant third level degree in Learning and Development/HR, Education or related discipline or additional commensurate experience.

Responsibilities

• Support delivery of strategic organisational and HR objectives by strengthening learning capability.
• Lead organisation-wide learning needs analysis and support annual training plans.
• Design, deliver and improve onboarding, induction, and CPD initiatives.
• Develop blended learning solutions using instructional design principles and digital tools.
• Facilitate learning interventions in-person, virtual, and blended formats.
• Manage planning, coordination and budget for learning activities including external training.
• Oversee LMS, content management and reporting for learning delivery and compliance.
• Collaborate with managers and SMEs to shape learning solutions and outcomes.
• Ensure policies and communications for L&D are accurate and accessible.
