Job summary

The European Investment Bank (EIB) seeks a Head of Group Financial Risk Department to lead GR&C's risk management and governance from its Luxembourg headquarters, with regular office presence. The role oversees ALM, market and liquidity risk, and the risk data framework, reporting to senior management and collaborating with EU institutions.

It requires extensive experience in financial risk management, leadership, and fluency in English; relocation support is available.

Qualifications

• University degree, preferably at Master’s level in Finance, Economics, Business Administration or quantitative field.
• At least 10 years of professional experience in banking, financial institutions or international organisations with exposure to financial, credit and market risk management and analysis, lending and financial operations.
• At least 5 years of leadership experience, including a strong track record in managing and motivating teams.
• In‑depth knowledge of Financial Risk Management and proven track record in implementing/managing large‑size and complex risk management software applications and data management and governance.
• Strategic thinking and clarity of vision, analytical skills and sound judgement.
• Empathy, excellent interpersonal, leadership, political and diplomatic skills; and ability to manage diverging interests, conflict and ambiguity.
• Fluency in English, both written and spoken. Knowledge of French and/or other EU languages would be an advantage.

Responsibilities

• Provide strategic leadership and direction to the Department’s staff, fostering a high-performance culture by ensuring staff are equipped with the competencies, development opportunities, and resources required to execute the organizational strategy and achieve excellence in delivery.
• Champion a culture of collaboration, knowledge sharing, and cohesion across the Department, Directorate, and wider Group, reinforcing organizational alignment and promoting transparency, engagement, and collective accountability.
• Lead and oversee transformational change and organisational restructuring initiatives, ensuring alignment with strategic objectives while fostering resilience, clear communication, and stakeholder engagement to drive sustainable improvements in performance, culture, and operational effectiveness.
• Formulate and oversee the implementation of the strategy and policy for the Department, with a short and long-term perspective. Provide direction and set priorities for your team, fostering synergies and efficiency gains.
• Oversee the development, implementation and execution of the Budget & Procurement strategy at Department level, ensuring that projects and accounts are managed cost-effectively to maintain adherence to the organisation's financial objectives in the short, medium, and long-term.
• Provide strategic leadership and oversight for the effective implementation and continuous enhancement of the Financial Risk Management framework, encompassing Asset‑Liability Management (ALM), Market Risk, Liquidity and Financial Risks, Pension Risks, as well as Credit Risk related to derivatives and treasury operations.
• Oversee the effective functioning of the Group's second line of defence for financial risks, ensuring robust independent challenge, risk governance and alignment with the Group's risk appetite and control framework.
• Drive the modernisation and continuous improvement of financial risk management capabilities through data governance, digitalisation, advanced analytics and the enhancement of risk systems and infrastructure.
• Direct the activities of the Department for the Asset and Liability Management Committee (ALCO), including the management of its Secretariat, ensuring that it operates with maximum effectiveness and alignment with the Bank’s strategic financial objectives.
• Oversee the integrity and operational readiness of critical financial risk infrastructures, ensuring that these remain fit-for-purpose and responsive to evolving market conditions.
• Foster a strong institutional risk culture by cultivating effective collaboration and cross‑functional integration with other departments and services across the Group, promoting shared ownership of financial risk management principles.
• Serve as a key interlocutor with the executive and oversight bodies, including the Management Committee, Audit Committee (including the REP team), and the Board’s Risk Policy Committee, by delivering insightful, transparent, and timely reporting on all aspects of financial risk.
• Represent the Department in Group-wide committees, including the Group Risk Steering Committee and the Group Risk Steering Panel.
• Oversee the Service‑level interface with the Banque Centrale du Luxembourg.
• Represent the Bank in strategic engagements with external stakeholders, including EU institutions, regulatory bodies, and peer institutions, to contribute to the formulation of EU financial risk‑related policies and programs. Act as a senior point of contact for internal and external auditors, ensuring alignment with audit findings and expectations.
• Foster a culture of respect, openness and transparency, accountability, compliance with applicable regulatory, ethics and integrity rules, collaboration, inclusion, learning, creativity, collaboration and knowledge sharing, innovation and continuous improvement of processes and working methods.
