Role Overview
Our Client is seeking an experienced EHS & Facilities Manager to join its team. This is a broad and influential leadership position with responsibility for the effectiveness, continual improvement and assurance of the organisation's Health & Safety Management System, certified to ISO 45001, as well as its Environmental and Energy Management Systems, certified to ISO 14001 and ISO 50001.
The role will also have overall responsibility for leading the on-site Facilities function.
A key focus of the position will be to further develop and strengthen the organisation's safety culture by embedding health and safety into everyday operational management. The EHS & Facilities Manager will provide the framework, expertise, coaching, challenge and assurance required to enable line managers to take ownership of safe working practices and safety performance within their areas.
This is therefore both a technical leadership role and a significant change leadership position, supporting the transition from safety being primarily managed by the EHS function to safety being owned and led by operational management, with EHS providing the necessary expertise and support.
The successful candidate will ensure robust regulatory compliance, effective risk management, meaningful employee consultation and participation, and ongoing improvement across EHS, facilities, energy and environmental performance.
Key Responsibilities
Health & Safety Leadership, Governance & Management Systems
- Take ownership of, maintain and continually improve Our Client's Health & Safety Management System in accordance with ISO 45001, ensuring it remains effective, practical, risk-based and embedded within operational processes.
- Act as the site's subject matter expert on health and safety legislation, ISO 45001 requirements, risk management and best-practice safety leadership.
- Ensure the Safety Statement, risk assessment processes, operating procedures, emergency arrangements and legal compliance registers remain current, effective and proportionate to site risks.
- Develop the site safety strategy, annual EHS plan and improvement roadmap, aligned with business priorities, manufacturing performance, employee wellbeing and continuous improvement objectives.
- Establish clear safety roles, responsibilities and expectations for senior leaders, managers, supervisors and employees, ensuring ownership of operational risks is understood and consistently applied.
- Provide coaching, tools, standards and constructive challenge to line managers, enabling them to effectively manage risk assessments, safe systems of work, safety conversations, corrective actions and safe work practices.
- Embed safety into daily and weekly management routines, including tier meetings, Gemba walks, layered process audits, management of change reviews, project reviews and operational performance meetings.
- Partner with Operations, Engineering, Quality and Continuous Improvement teams to ensure new processes, equipment, layouts, automation, materials and changes to existing operations are appropriately assessed and controlled before implementation.
- Develop and monitor effective leading safety indicators, including safety observations, hazard reporting, near-miss reporting, corrective action closure, audit completion, training compliance and leadership safety activities.
- Monitor and report on lagging indicators, including lost-time accidents, recordable injuries, first-aid cases, incident trends and regulatory events, using insights to prevent recurrence and strengthen controls.
- Facilitate meaningful employee consultation and participation in health and safety, ensuring employees are actively involved in hazard identification, risk assessment, improvement initiatives and incident learning.
- Coordinate emergency preparedness arrangements, including emergency response teams, drills, procedures, equipment and lessons learned from exercises and incidents.
- Identify, benchmark and share best practice internally and externally where appropriate, supporting the continued development of standards across the organisation.
Incident Management, Learning & Assurance
- Ensure all incidents, near misses and hazards are appropriately reported, assessed, investigated and closed out in a timely and effective manner.
- Ensure line managers lead incident investigations and take ownership of corrective and preventative actions within their areas, with the EHS function providing methodology, facilitation, root-cause expertise and independent challenge.
- Verify the effectiveness of corrective actions and ensure relevant learning is communicated across teams, shifts, processes and sites.
- Develop and maintain an effective audit and inspection programme designed to assess both regulatory compliance and the effectiveness of operational controls.
- Escalate significant risks, recurring non-conformances and ineffective controls through the appropriate governance channels to ensure timely leadership intervention.
- Prepare clear and meaningful EHS performance reports for site leadership, senior management, regulatory authorities and customers as required.
Environmental & Energy Management
- Maintain and continually improve the Environmental and Energy Management Systems in accordance with ISO 14001 and ISO 50001.
- Monitor and report on key environmental and energy performance indicators, including carbon footprint, water consumption, waste generation, recycling rates and energy usage.
- Develop and implement policies, procedures and improvement initiatives covering waste management, recycling, emissions reduction, resource efficiency and energy performance.
- Conduct environmental and energy audits and inspections to identify risks, compliance gaps and opportunities for improvement.
- Support Our Client's sustainability objectives through practical energy-saving, waste-reduction and environmental improvement initiatives.
- Liaise with external stakeholders, including regulatory authorities, customers, suppliers and service providers, on environmental, energy and compliance matters.
Facilities Management
- Take responsibility for the management, maintenance and compliance of site facilities that are critical to employee safety, welfare and business continuity, including welfare facilities, buildings, grounds, utilities and associated infrastructure.
- Ensure employee welfare facilities, including canteen facilities, sanitary areas, changing rooms, first-aid facilities, drinking water provision and welfare spaces, are maintained to appropriate legal, health, hygiene and company standards.
- Maintain the integrity and compliance of the site's building infrastructure, including roofs, floors, fire doors, walkways, stairs, pedestrian routes, lighting, drainage and structural elements, ensuring hazards are identified and addressed promptly.
- Manage site grounds and external areas, including roads, car parks, pedestrian walkways, traffic management systems, fencing, signage, landscaping, drainage and winter maintenance, ensuring these areas remain safe, compliant and fit for purpose.
- Lead, develop and motivate the on-site EHS and Facilities team, creating a high-performing function that is trusted, commercially aware and closely connected to operational requirements.
- Establish clear priorities, objectives and development plans for the team, ensuring activities are aligned with business risks and site priorities.
- Promote a culture of accountability, ownership, learning and continuous improvement across EHS, Facilities and the wider leadership team.
- Coach line managers and supervisors to develop their confidence and capability in safety leadership, risk assessment, incident learning and employee engagement.
- Influence stakeholders at all levels of the organisation, providing constructive challenge where safety standards, behaviours or controls do not meet expectations.
- Work collaboratively with Production, Engineering, Quality, HR and Continuous Improvement teams to optimise plant performance while protecting people, the environment and the wider business.
Qualifications & Experience
- Relevant recognised qualification in Occupational Health & Safety, Environmental Management, Facilities Management, Engineering or a related discipline.
- Demonstrable experience managing ISO 45001, ISO 14001 and/or ISO 50001 management systems within a manufacturing, industrial or similarly regulated environment.
- Strong knowledge of health and safety legislation, environmental compliance, building regulations, contractor management and operational risk control.
- Proven experience supporting or leading cultural change programmes where safety accountability is embedded within line management.
- Strong practical experience in risk assessment, incident investigation, root-cause analysis, auditing, corrective action management and management of change.
- Experience leading, developing and motivating teams within a fast-paced operational environment.
- Ability to coach, influence and constructively challenge managers and employees at all levels while maintaining positive working relationships.
- Strong analytical, reporting, communication and presentation skills, with the ability to translate EHS data into meaningful and practical business insight.
- Proficiency in Microsoft Office Suite. Experience with EHS, facilities, maintenance or action-tracking systems would be advantageous.
- Strong organisational skills, with the ability to manage competing priorities, balance compliance requirements with operational practicality and deliver sustainable improvements.
