Job summary

Cpl Healthcare is recruiting on behalf of a growing disability services provider across Ireland. The Operations Manager will shape strategy and oversee multiple services, ensuring high-quality, person-centred care with strong governance and regulatory alignment.

The role requires strategic and hands-on leadership, managing PICs, driving improvement, and building strong relationships with HSE, families and regulators across Ireland.

Qualifications

  • Level 7 qualification in Social Care or related discipline.
  • Minimum 2 years' experience at Regional Manager level or above in disability services.
  • 5+ years' experience in Intellectual Disability services.
  • Strong working knowledge of HIQA regulations, standards and registration.
  • Experience supporting disability services through registration, inspection and regulatory processes.

Responsibilities

  • Lead the operational development of new disability services from planning to successful operation.
  • Support services through HIQA registration, assessment and inspection processes.
  • Provide operational oversight to Persons in Charge (PICs).
  • Ensure governance, safeguarding, quality assurance and risk management standards.
  • Drive continuous improvement across services.
  • Develop relationships with the HSE, families, multidisciplinary teams and regulators.
  • Support workforce planning, recruitment and leadership development.
  • Monitor performance and financial indicators across services.
  • Contribute to the growth strategy for disability services nationwide.

Job description

Cpl Healthcare are delighted to be recruiting on behalf of an exciting and rapidly growing care provider that has already established a strong reputation within Children's Residential Services and is now embarking on the next stage of its journey with the development of Disability Services across Ireland.

This is a unique opportunity for an experienced senior leader to join at a pivotal stage of growth and play a key role in shaping the future of the organisation's Intellectual Disability services.

As Disability Services Operations Manager, you will work closely with the Senior Leadership Team, supporting the development, registration, governance and operational oversight of disability services nationally. This is a hands‑on leadership role suited to someone who understands both the strategic and operational requirements of delivering high-quality, person-centred services.

Key Responsibilities
  • Lead the operational development of new disability services from planning and mobilisation through to successful operation.
  • Support services through HIQA registration, assessment and inspection processes.
  • Provide operational oversight, guidance and support to Persons in Charge (PICs).
  • Ensure services maintain strong standards of governance, quality, safeguarding and risk management.
  • Drive continuous improvement initiatives across services.
  • Develop strong relationships with the HSE, families, multidisciplinary teams and regulatory bodies.
  • Support workforce planning, recruitment and the development of future leaders within the organisation.
  • Monitor operational performance, quality indicators and financial performance across services.
  • Contribute to the ongoing growth strategy for disability services nationwide.
Requirements
  • Relevant Level 7 qualification in Social Care, Health or a related discipline.
  • Minimum 2 years' experience at Regional Manager level or above within disability services
  • 5 Years experience in Intellectual Disability services.
  • Strong working knowledge of HIQA regulations, standards and registration requirements.
  • Demonstrated experience supporting disability services through registration, inspection and regulatory processes.
  • Experience managing PICs and providing oversight across multiple services.
  • Strong background in governance, safeguarding, quality assurance and risk management.
  • Excellent leadership, communication and stakeholder management skills.
  • Full clean driving licence and willingness to travel nationally.
