KEY RESPONSIBILITIES
Quality Assurance / Health & Safety Support
Manage project resources to support QA / H&S by:
- Ensuring compliance with QA / H&S requirements
- Recommending penalties for subcontractor non-compliance with QA / H&S requirements
- Following up on site quality inspection comments from external consultants
Operations Support
Manage project resources to support Operations by:
- Incorporating constructability inputs from Operations into design drawings
- Ensuring timely receipt of design drawings for subcontractor tenders
- Attending monthly site meetings
- Ensuring site managers / engineers attend their monthly design meetings
Finance Support
Manage project resources to support Finance by:
- Ensuring prompt payment of client progress claims
- Justifying project provisions and deviations in cost reports
Business Development Support
- Manage project resources to support Business Development by:
- Formulating technical responses to tenders
- Attending client tender interviews (if required)
Meetings
- Conduct client design kick-off meetings and monitor follow-on meetings
- Conduct internal design meetings and monitor follow-on meetings
- Prepare for and attend pre-construction meetings with Business Development and Operations
- Co-chair internal design review meetings with Project Management
- Conduct monthly client project-update meetings
- Provide project updates to the Deputy Director (Projects) or assigned Senior Project Manager as required
Project Authority
- Sign off design drawings for subcontractor tenders
- Sign off project cost reports
- Recommend client progress claims
- Recommend works orders to subcontractors
- Review and recommend variation advices to clients
- Recommend variation orders from subcontractors
- Recommend the dating and issuance of (joint) subcontractor warranty documents
- Approve site / keys handover to clients
- Recommend formal notifications to clients
- Recommend post-DLP maintenance / rectification expenditures
- Recommend provision figures to management for potential project costs / claims
Project Responsibilities
- Review design drawings for value engineering and constructability
- Coordinate and verify subcontractor proposals during the award stage
- Ensure cost reports are submitted on time
- Negotiate subcontractor deductions for non-compliance and breaches
- Oversee the following for assigned projects:
- Compliance with key legal obligations
- Flow-through of client contract obligations to subcontractors
- Project schedule and site progress
- Project cost and budget adherence
- Project cashflow and client progress claims
- Formal project certifications, including handover certificates
- Defect rectification progress, particularly during handover / final statement of claim
- Legal claims from clients or subcontractors
- Relationships with clients and relevant authority officers
Other Responsibilities
- Manage filing and archiving of project documentation
- Submit project progress reports for Management Review
- Recommend improvements to Project Management procedures, processes and documentation
REQUIREMENTS
- Bachelor's degree in Engineering, Construction Management, Project & Facilities Management or a related discipline from a recognised university
- QS or Architecture background is also acceptable
- At least 5 years of experience in the construction / building sector
- Experience with an A1 main contractor is a plus
- Team player with a positive attitude
