AusAID Jakarta seeks a Senior Program Manager – Disaster Management to lead disaster preparedness and risk reduction initiatives while directing future program development and reporting on outcomes.

The role requires coordinating with BNPB and Indonesian agencies, managing rapid response efforts, and supervising staff with financial oversight, aligned with the AusAID mission and policy framework.

Responsibilities

  • Responsibility for managing AusAID Jakarta's current disaster preparedness and disaster risk reduction activities, directing and developing the future program, and reporting on these programs and related policy issues.
  • Initiate, establish, and manage/facilitate Australian emergency assistance to Indonesia in times of disasters.
  • Responsibility for developing and managing a community based disaster risk management mechanism.
  • Liaison and coordination with BNPB and other relevant Indonesian Government agencies.
  • Liaison and coordination within AusAID and with other Australian Government agencies, and representation of AusAID and the Australian Government at national and international forums.
  • Monitoring and evaluation of AusAID Jakarta's disaster preparedness and disaster risk reduction activities.
  • Work with the Disaster Risk Management Adviser to integrate disaster risk reduction activities across the AusAID programs.
  • Requirement to be part of AusAID's Rapid Response Team
  • Staff supervision and management including financial tracking

About the Program


Indonesia is highly vulnerable to natural and man‑made disasters. Its climatic, geographic and seismic profiles, combined with a population of 220 million people living across a vast archipelago, mean thousands of remote communities and many major cities are susceptible to regular disasters. Since the 2004 tsunami, Australia , as a close neighbour, has responded quickly and generously to different emergencies in Indonesia including Yogyakarta earthquake in 2006 and West Sumatra earthquake in 2009. Nonetheless the frequent occurrence of disasters across Indonesia means there will be an ongoing need to support Indonesia 's disaster management efforts and to better prepare communities to face future disasters. Australia stands ready to assist Indonesia meet these challenges.


The AusAID Disaster Risk Management Plan for Indonesia has been developed and is currently being revised. It signals a new commitment to setting a clear direction for Australia 's DRM assistance to Indonesia . It is framed against the Australia 's Indonesia Country Strategy 2008-2013 (the Australia-Indonesia Partnership (AIP)). The AIP Disaster Risk Management Plan (2008-2013) has three sector-wide outcomes :



  • 1. Establish a disaster management (system) that is planned, integrated, coordinated and comprehensive;

  • 2. Protect the nation from the threat of disaster by reducing risks (in communities);

  • 3. Effective implementation of DM Law by relevant agencies at national and sub-national level.


In addition to these outcomes, DM Unit also invests substantial efforts in disaster preparedness as well as emergency management in times of disasters. These sector-wide outcomes and extra efforts in disaster response/preparedness are in line with the Indonesian Government's National Disaster Management Plan 2010-2014, which was launched in February 2010.


Duties of the Position


Senior Program Manager ? Disaster Management will be responsible for carrying out following duties:



  • Responsibility for managing AusAID Jakarta's current disaster preparedness and disaster risk reduction activities, directing and developing the future program, and reporting on these programs and related policy issues.

  • Responsibility for developing and managing a community based disaster risk management mechanism.

  • Liaison and coordination with BNPB and other relevant Indonesian Government agencies.

  • Liaison and coordination within AusAID and with other Australian Government agencies, and representation of AusAID and the Australian Government at national and international forums.

  • Monitoring and evaluation of AusAID Jakarta's disaster preparedness and disaster risk reduction activities.

  • Work with the Disaster Risk Management Adviser to integrate disaster risk reduction activities across the AusAID programs.

  • Requirement to be part of AusAID's Rapid Response Team

  • Staff supervision and management including financial tracking
