PT. Combine Will Industrial Indonesia is seeking a dedicated Utility Manager to lead the planning, operation, and optimization of our utility systems that support manufacturing.
You will oversee electrical power, water systems, compressed air, HVAC, boilers, and related infrastructure while guiding a technical team to achieve safety, reliability, and cost targets.
The role requires strong HSE knowledge, budgeting, RCA, KPI tracking, and fluent English for daily use.
The Utility Manager is responsible for planning, managing, and optimizing the company's utility operations and infrastructure to ensure safe, reliable, efficient, and cost-effective utility services that continuously support manufacturing operations. The position oversees the operation, maintenance, reliability, compliance, and improvement of utility systems, while leading the Utility team to achieve operational targets related to Safety, Productivity, Delivery, Cost, and Morale.
Key responsibilitiesEnsure safe operation and maintenance of all Utility systems and equipment in accordance with company HSE requirements, applicable regulations, and established procedures
Maintain zero Lost Time Injury (LTI) within Utility operations through effective hazard identification, risk control, safety inspections, and employee safety awareness
Ensure 100% compliance with applicable occupational health, environmental, waste management, and statutory requirements related to Utility operations
Manage and supervise the daily operation of Utility systems to ensure continuous and reliable supply to production
Ensure utility availability of ≥99.5% by monitoring system performance, identifying potential failures, and implementing preventive and corrective actions
Oversee the operation and performance of utility systems, including electrical power and distribution, generator and backup power systems, compressed air, water supply and water treatment, wastewater treatment, HVAC and cooling systems, chiller/refrigeration systems, boiler and steam systems, and other production-support utility infrastructure
Lead troubleshooting and root cause analysis for utility failures, abnormalities, and recurring equipment problems
Prepare, monitor, and control the annual Utility operating and maintenance budget in accordance with the approved company budget
Lead, supervise, and develop the Utility team to ensure sufficient capability, discipline, accountability, and operational readiness
Develop short- and long-term Utility plans aligned with production capacity, business requirements, and company strategy
About youTechnical knowledge and experience in utility operations, including civil & electrical systems, water systems, compressed air, HVAC, boiler/steam systems, or similar utility infrastructure
Experience in leading and managing technical teams
Knowledge of HSE, environmental compliance, and statutory requirements related to utility operations
Experience with preventive and corrective maintenance planning and execution
Budget management and cost control experience
Strong problem-solving and root cause analysis capabilities
Experience with utility performance monitoring, KPI tracking, and data analysis
Knowledge of equipment isolation, Permit to Work (PTW), and Lockout/Tagout (LOTO) procedures
Must be fluent in English for professional use daily
