Job summary

NTU International A/S seeks a Team Leader / Energy Legislation and Energy Regulation Expert (Cat. I) for a EU-funded project in the Solomon Islands.

The role provides strategic direction on energy-sector policy, legislation, and institutional reform, including an Independent Energy Regulator and capacity-building initiatives. The assignment requires 12+ years in energy TA, with 3+ years in regulatory reform, and experience with EU projects and multi-stakeholder coordination.

Qualifications

• University degree in law, public policy, economics, or engineering (or 5 years equivalent professional experience).
• At least 12 years of professional experience in energy-sector TA, including energy policy and regulator setup.
• 3+ years of specific experience in energy-sector legislation or regulatory reform, including support to establish or operate an Independent Energy Regulator (IER).
• Proven ability to lead teams on long-term technical assistance assignments (≥2 years).
• Experience in delivering capacity-building and training programmes in the energy sector.
• Experience in developing or coordinating with energy ministries and other public-sector stakeholders.
• Experience with EU-funded programmes or projects and multi-stakeholder coordination is an asset.
• Postgraduate experience in the Pacific region (Solomon Islands) is an asset.

Responsibilities

• Provide strategic leadership and technical assistance in energy-policy, legislation, and regulatory reform.
• Support establishment or operation of an Independent Energy Regulator (IER).
• Lead capacity-building and training programmes in the energy sector.
• Coordinate with energy ministries, regulators and development partners.
• Manage and oversee complex, multi-stakeholder TA assignments in developing-country contexts.
