The role emphasizes stakeholder coordination among government bodies and industry players to accelerate renewable energy adoption in Indonesia.

Qualifications

• Master’s degree in Electrical Engineering, Energy Systems, Energy Policy, Industrial Engineering, Sustainable Energy or related fields.
• 15+ years in Energy Transition, Power Systems, or Industrial Engineering.
• Proven network with PT PLN (Persero) and understanding of RUPTL 2025-2034.
• Strong familiarity with East Java’s industrial landscape.

Responsibilities

• Lead screening of ~500 industrial facilities in Surabaya–Gresik–Sidoarjo corridor.
• Develop a decarbonization pipeline with 100+ candidate facilities.
• Navigate PLN regulatory processes for industrial solar deployments under MEMR Regulation No. 2/2024.
• Coordinate with Meridian Secretariat, PLN Distribusi Jawa Timur, and Dinas ESDM.

BACKGROUND

Swaniti Initiative is a public policy and implementation focused organization working closely with governments, industry, and development partners for the last 14 years to strengthen governance, accelerate climate action, and enable sustainable development outcomes. Swaniti & work spans industrial decarbonization, MSME competitiveness, power sector reforms, and renewable energy adoption, with a strong emphasis on evidence-based policymaking and onground implementation across the Global South.

Swaniti Initiative initiated the Meridian Collective and was launched at Davos 2026. The Meridian Collective is a global, action-oriented platform designed to empower subnationalleaders - such as Governors, State Leaders, and Local Governments in various countries of the Global South, in accelerating energy transition agenda.

THE MISSION

To serve as the primary technical architect for the East Java Industrial Decarbonization Pipeline. You will bridge the gap between private sector energy demand and PLN’s grid constraints, ensuring 100+ factories successfully secure solar quotas in 2026.

SCOPE OF WORK

1. Industrial Screening and Decarbonization Pipeline Development

• Conduct screening of approximately 500 industrial facilities located in the Surabaya–Gresik–Sidoarjo industrial corridor.
• Lead technical feasibility assessments and high-level energy audits for selected industrial facilities.
• Identify factories with strong potential for rooftop solar deployment and industrial decarbonization solutions.
• Develop a pipeline of at least 100 candidate facilities.

2. PLN and Regulatory Navigation

• Engage with PT PLN (Persero) - East Java Distribution regarding grid capacity and industrial solar deployment opportunities.
• Support and manage the technical application process for industrial solar installations under the Zero-Export scheme (MEMR Regulation No. 2/2024).
• Assist companies in understanding PLN interconnection requirements and compliance procedures.
• Provide advisory support related to grid policy updates and solar quota allocation mechanisms.

3. Strategic Stakeholder Coordination

• Act as the primary liaison between the Meridian Secretariat, PT PLN (Distribusi Jawa Timur), and the East Java Provincial Energy Office (Dinas ESDM).
• Support coordination between provincial authorities, power sector institutions, and industrial stakeholders.
• Facilitate policy dialogue and technical consultations related to industrial renewable energy deployment.

4. Convening Multi -Stakeholders Dialogue

• Facilitate “Green Industry” roundtables involving industrial associations such as KADIN and industrial estate managers (e.g., JIIPE, SIER).
• Support dialogue between industry, government, and power sector stakeholders to advance industrial decarbonization initiatives.

5. Investment Pipeline Preparation

• Prepare high-level project concept notes.
• Identify potential investment opportunities.
• Contribute to the development of an industrial decarbonization investment pipeline for East Java.

• Experience: 15+ years in Energy Transition, Power Systems, or Industrial Engineering.
• Network: Proven track record of working with PT PLN (Persero) and an understanding of RUPTL 2025-2034.
• Local Context: Strong familiarity with East Java’s industrial landscape is highly preferred.
