Job summary

WS ENGINEERING & FABRICATION PTE. LTD. seeks a senior SCM leader to shape and implement the end-to-end supply chain strategy.

You will oversee procurement, expediting, logistics and material management for projects, ensuring timely delivery and alignment with quality and budget targets. You will lead supplier qualification, negotiations and performance management, while coordinating with engineering, project management, construction, QA/QC, planning, finance and operations to mitigate risks and

Qualifications

• Bachelor’s degree in SCM, Procurement, Engineering, Business Administration or related field.
• Typically 15+ years of relevant experience in Oil & Gas, EPC, Engineering, Construction or related industries.
• Strong commercial, negotiation, analytical and problem-solving skills.
• Experience leading and developing a multidisciplinary SCM team.

Responsibilities

• Develop and implement overall SCM strategy, policies, procedures and processes aligned with business and project objectives.
• Lead and manage procurement, purchasing, expediting, logistics and material management activities.
• Develop procurement plans and sourcing strategies for projects and operational requirements.
• Lead the pre-qualification, evaluation, selection and performance management of suppliers and subcontractors.
• Manage commercial negotiations, purchase orders, contracts, payment terms and supplier agreements.
• Oversee logistics activities including transportation, customs clearance, import/export documentation, warehousing and site delivery.
• Ensure materials and equipment are delivered in accordance with project specifications, quality requirements, budget and schedule.
• Work closely with Engineering, Project Management, Construction, QA/QC, Planning, Finance and Operations teams to resolve supply-chain issues.
• Identify and manage supply-chain risks, including supplier capacity, delivery delays, price escalation, logistics constraints and material shortages.
• Drive cost reduction, value engineering, sourcing optimization and procurement savings initiatives.
