Job summary

PT Adecco Personnel Indonesia is seeking an experienced Quantity Surveyor to lead cost planning for villas, resorts, and mixed‑use developments in Lombok and Bali.

You will prepare BOQs, monitor budgets, validate payments, and guide procurement and value engineering with cross‑functional teams. Fluency in Bahasa Indonesia and English, advanced Excel, and knowledge of Indonesian standards (SNI) are essential.

Qualifications

  • 8–10 years of experience as a Quantity Surveyor in construction, preferably villas/resorts.
  • Experience in Lombok, Bali, or other regions in Indonesia is highly preferred.
  • Strong understanding of Indonesian construction standards (SNI) and cost estimation practices.
  • Advanced proficiency in Microsoft Excel and quantity surveying software.
  • Fluency in Bahasa Indonesia and English, both written and spoken.

Responsibilities

  • Prepare detailed and accurate Bills of Quantities (BOQ) for villas, apartments and infrastructure.
  • Quantify materials, labor, and equipment using Lombok and Bali market rates and productivity benchmarks.
  • Develop construction cost estimates from concept through final budgeting with Architecture, Engineering and Project teams.
  • Monitor actual project costs against budgets, report variances and risks, and advise on corrective actions.
  • Assess contractor work for interim and final payment certification; verify quantities on-site against BOQ.
  • Support procurement with cost benchmarking and supplier quotations; document cost records and forecasts.
  • Provide cost management support for future projects (e.g., new developments) considering local regulations and market conditions.

Job description

Prepare detailed and accurate Bills of Quantities (BOQ) based on architectural and engineering Detailed Engineering Design (DED) documentation for villas, apartments, and common infrastructure.

Quantify all required materials, labor, and equipment resources using current Lombok and Bali market rates, as well as productivity benchmarks.

Develop comprehensive construction cost estimates in close collaboration with the Architecture, Engineering, and Project Development teams from concept design through final budgeting.

Support project budget development and validate cost assumptions used in feasibility studies and business cases.

2. Budget Control & Cost Monitoring

Monitor actual project costs against approved budgets throughout the construction lifecycle, by project and BOQ cost code.

Identify, analyze, and report cost variances, trends, and financial risks, providing clear recommendations to the Project Manager and Project Development team.

Provide accurate and timely quantity and cost information to support project forecasting, cash flow planning, and management reporting.

Maintain organized, auditable cost records in accordance with company's project lifecycle and documentation standards.

3. Valuation & Payment Certification

Assess contractor and subcontractor work progress for interim and final payment certification.

Verify completed work quantities on-site against approved BOQs and contractual requirements prior to payment approval.

Review, analyze, and negotiate variation orders, claims, and change requests, assessing their commercial and budget impacts.

Support procurement activities through cost benchmarking and comparative analysis of contractor and supplier quotations.

Collaborate with architects, engineers, project managers, and site teams to ensure cost implications are considered in all design and construction decisions.

Apply current knowledge of construction costs, labor rates, and material availability in Lombok, Bali, and Indonesia, highlighting risks related to remote locations, transportation, and import logistics.

Provide cost management and estimation support for future development projects, including locations such as Siargao and Hokkaido, adapting methodologies to local regulatory and market conditions.

Requirements & Qualifications

Minimum 8-10 years of experience as a Quantity Surveyor in construction projects, preferably involving villa, resort, hospitality, or residential developments.

Previous experience in Lombok, Bali, or other regions in Indonesia is highly preferred.

Strong understanding of Indonesian construction standards (SNI), local BOQ preparation methodologies, and cost estimation practices is an advantage.

Advanced proficiency in Microsoft Excel and quantity surveying/cost estimation software.

Experienced in working with structured cost coding systems, BOQ management, and project budget templates.

Strong analytical and problem-solving skills, with the ability not only to identify cost variances but also determine root causes and recommend corrective actions.

Fluent in Bahasa Indonesia and English, both written and spoken.

High level of attention to detail, integrity in financial reporting, and the ability to work effectively with Development, Legal, Finance, Procurement, and Project stakeholders.

Preferred Attributes

Experience working in owner/developer-side project environments.

Familiarity with hospitality, luxury villa, mixed-use, or resort developments.

Strong commercial awareness and negotiation skills.

Ability to work independently in a fast-paced, multi-project environment.
