Job summary

Save the Children in Indonesia is seeking a seasoned Finance Specialist to strengthen the financial governance framework and support humanitarian projects.

The post holder will co-lead with the finance manager on operations delivery indicators, oversee monthly closings, budget vs actual, and provide regular financial analysis to senior project teams. Frequent field travel is anticipated.

Qualifications

  • Bachelor’s degree in Finance and Accounting.
  • 3+ years in finance within NGO or corporate settings, including humanitarian projects.
  • Experience managing a team and strategic planning.
  • Strong analytical, budgeting, and financial reporting skills.
  • Proficient in MS Excel, PowerPoint, and Word; English and Indonesian fluency.

Responsibilities

Save the Children in Indonesia is changing for the better. We've begun to build a national organisation that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focusses on strengthening and localizing our voice for children in strategic middle-income countries. Indonesia has been authorised by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership.

Job Description

The post holder will contribute to global KPI as follows:

  • Co-lead with finance manager on achievement of Operations delivery indicators, particularly on monthly spending target
Key Areas Of Accountability
Strategy and Leadership:
  • Lead on ensuring strong and effective synergies between finance department and other related functions to maximise Save the Children impact.
  • Lead on ensuring that effective internal processes for the finance department and related functions that have the participation and ownership of all key internal stakeholders are followed.
  • Becoming a business partner for project management team
Ensure financial sustainability for the organisation through strong financial governance framework, and operates on a sound financial basis:
  • Ensure financial rules, policy and regulation, both internally and externally are followed.
  • Oversee, monitor and ensure monthly and annual closing are done correctly and timely.
  • Lead project BVA / Financial Report review before and after hard close.
  • Ensure Budget vs Actual is monitored and communicated with relevant budget holders and the related stakeholders to address the gaps.
  • Maintain master budget including funding for all humanitarian projects
  • Provide Senior Program Manager and Project Managers of Humanitarian projects with regular monthly financial analysis, highlighting overall challenges and opportunities.
  • Liaison with Senior Program Manager and Project Managers for forecasting and budgeting.
  • Monitoring of technical quality of transactions and filing in all humanitarian projects through regular visits.
  • Support proposal budget development and realignment requests.
  • Prepare donor & member report according to their requirement, work closely with Award management and ensure timely submission.
  • Ensure internal control is in place for all assets, funds, equipment, property, and facilities and compliance to financial and organization policy.
  • Ensure correct level of budget authority and spending exists within area/field.
  • Ensure that all required support is provided promptly according to the organization policy, working closely with the Jakarta NO.
  • Finance training for staff in the field and partners as necessary.
  • Support Finance Manager to maintain billing/claim to SCI member and/or donors
  • Maintain assigned balance sheet account(s).
  • Support internal and external audit.
Cross Functional Working Groups & KPIs
  • The Post holder may be assigned to lead or participate in the work of cross functional working groups. The post will actively contribute and be held accountable for achievement of Global KPIs and those agreed with management.
Essential
QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s degree in Finance and Accounting
  • Recommended a minimum of 3 years experiences working with corporate or NGO environment within the finance department of a national or international organization especially in handling Humanitarian projects.
  • Experience of managing and developing a team and has the ability to lead, motivate and develop others.
  • Ability to analyze information, evaluate options and to think and plan strategically.
  • Excellent interpersonal, communication and presentation skills.
  • Fluency in written and spoken Indonesian, strong English written and spoken skills.
  • Ability and willingness to be stationed in field office with frequent travel to field locations.
  • Excellent analytical skills–the ability to analyse complex financial data and design and produce effective management information.
  • Substantial experience and knowledge of effective financial and budgetary control.
  • Excellent understanding of financial systems and procedures.
  • Excellent experience of computerized accounts packages, Excel, PowerPoint and Word
  • Experience of general administration work.
  • Experience of managing and conducting audits.
  • Ability to manage a complex and diverse workload and to work with tight deadlines.
  • Ability to motivating staff and working collaboratively with colleagues and providing support and advice as necessary.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
