Safety Management System & Regulatory Compliance
- Develop, implement, and maintain the SMK3 in line with Government Regulation No. 50 of 2012, and drive readiness towards ISO 45001; own all safety policies, SOPs, and forms.
- Maintain the legal register and compliance evaluation, and keep all statutory permits and inspections (SIA, SIO, SLO, Pertek) valid and documented for lifting equipment, generators, electrical and lightning protection, pressure vessels, and fire systems.
Risk Management & Permit to Work
- Lead the HIRADC process across all areas and ensure it is reviewed periodically and after any process change or incident.
- Manage the Permit to Work system for hot work, working at height, confined space entry, excavation, electrical work, and lockout-tagout, including field verification of controls before and during the work.
- Provide risk assessments for special activities such as pyrotechnic displays, compressed gas usage, and large-scale events.
Contractor Safety Management System (CSMS)
- Implement and oversee all six CSMS stages, from risk assessment and pre-qualification through to final performance evaluation.
- Verify contractor legality, personnel competency, and equipment fitness; deliver contractor inductions; and audit contractor works across all properties.
- Issue contractor HSE performance reports as the basis for continued engagement.
Fire Prevention & Emergency Response
- Ensure fire protection systems — extinguishers, hydrants, detection and alarm, and evacuation routes — remain adequate, serviceable, and maintained.
- Maintain the Emergency Response Plan and response team structure, and lead evacuation exercises, fire simulations, and drills at the frequency required by regulation.
- Oversee the storage, handling, and segregation of flammable materials and compressed gases (LPG, CNG, CO2, helium).
Incident Investigation & Reporting
- Maintain safety statistics, report HSE performance to management monthly, and ensure statutory reporting to the authorities
Training, Safety Culture & Team Leadership
- Deliver the annual training programme — induction, first aid, extinguisher use, JSA, HIRADC — supported by safety talks, toolbox meetings, and joint inspections.
- Lead, coach, and evaluate the HSE team; ensure PPE is available and correctly used; and coordinate with Hygiene & Sanitation on occupational health, sanitation, waste, and water quality.
Qualifications
- Bachelor’s degree (S1) in Occupational Health & Safety, Engineering, Public Health, Environmental Science, or related field, with a valid AK3U certification from the Indonesian Ministry of Manpower — mandatory.
- Minimum 5 years of HSE experience, including 2 years in a supervisory/managerial role, preferably in hospitality, F&B, entertainment, or construction.
- Strong knowledge of Indonesian OHS regulations (Law No. 1/1970, GR No. 50/2012), HIRADC, JSA, Permit to Work, incident investigation, CSMS, and management systems.
- Experience handling high-risk operations and large-scale events, including pyrotechnics, crowd safety, external audits, and management system certification.
- Fluent in Bahasa Indonesia and English, with strong Microsoft Office skills for reporting and documentation.
- Strong communication, analytical thinking, and problem-solving skills, with the confidence to enforce safety standards and make sound decisions under pressure; willing to work flexible hours.
