Job summary

The United Nations Office on Drugs and Crime (UNODC) in Jakarta seeks a consultant to conduct a technical assessment of integrity risks in the Indonesia–Malaysia migrant worker placement process, from recruitment to employment.

The assignment requires an advanced degree, at least five years in TIP or migration governance, and fluency in Bahasa Indonesia and English. The consultant will map processes, identify gaps, and deliver actionable recommendations to strengthen protections.

Qualifications

• Advanced university degree in social science, criminal justice, international relations, migration studies, or a related field.
• Fluency in Bahasa Indonesia and English required.
• Minimum 5 years of relevant experience in trafficking in persons, labour migration, migration governance, migrant worker protection, criminal justice, law enforcement, or integrity/anti-corruption.
• Experience in research, assessments (including process mapping and risk assessment), and qualitative research methods.
• Experience analyzing research findings and translating them into policy-oriented recommendations.

Responsibilities

• Map the formal and practical processes, actors, and responsibilities involved in placing Indonesian migrant workers in Malaysia.
• Assess governance, safeguards, reporting, and protection mechanisms related to TIP and exploitation.
• Document migrant worker experiences, identify systemic gaps and enabling factors, and analyze information gathered from desk research, interviews, and case studies.
• Facilitate a stakeholder validation workshop and produce draft and final technical assessment reports with evidence-based findings and practical recommendations.
