Job summary

Raffles Bali is seeking a People & Culture Manager to support and manage HR functions across the hotel, aligned with Accor’s philosophy of recognizing talent and delivering exceptional guest service.

You will lead HR strategies, oversee recruitment, onboarding, performance management, and employee engagement while ensuring compliance with Indonesian labor laws and company policies. A strong leadership track record is essential.

Qualifications

• Bachelor’s degree in HR-related field (HRM, Business Admin, Hospitality Management).
• Minimum 5 years in HR, preferably luxury hospitality, with at least 2 years in a managerial role.
• Strong knowledge of Indonesian labor laws, employment regulations, industrial relations, and HR compliance.
• Experience developing and implementing HR strategies, workforce planning, talent management, and employee engagement.
• Strong leadership and people management capabilities with ability to coach and develop a team.
• Excellent analytical, problem-solving, negotiation and decision-making skills.
• Proficiency in HR systems, workforce analytics, and Microsoft Office applications.
• Excellent command of English, both written and spoken.

Responsibilities

• Lead and oversee all People & Culture functions, ensuring alignment with hotel objectives and values.
• Develop and implement HR strategies, policies, and initiatives for workforce planning, recruitment, and development.
• Ensure compliance with labor laws, regulations, and company policies while maintaining positive employee relations.
• Oversee compensation and benefits, performance management, succession planning, and employee welfare programs.
• Drive employee engagement, culture, diversity and inclusion, and overall employee experience.
• Provide strategic guidance to Hotel Management on HR matters and organizational development.
• Lead, coach, and develop the People & Culture team to deliver excellent service and continuous improvement.
• Monitor HR performance indicators, manpower costs, staffing levels and employee satisfaction.
• Build and maintain relationships with government authorities, educational institutions, industry partners, and other stakeholders.
