Job summary

VNETVNET Group, Inc. seeks an Operation Manager to lead government relations, regulatory compliance, utility coordination, stakeholder management, and project governance for data center development in Indonesia.

Qualifications

• 8-10 years of relevant experience in data center, infrastructure, construction, industrial development, or utilities
• Proven track record working with Indonesian government agencies and local authorities
• Hands-on experience in permits, licenses, regulatory approvals, and project development
• Large-scale infrastructure or data center project coordination experience is a strong plus
• Solid understanding of the Indonesian construction and regulatory environment
• Strong government relations and stakeholder management
• Excellent communication and negotiation skills
• Fluent in English and Bahasa Indonesia; Mandarin is an advantage

Responsibilities

• Serve as the Company's primary liaison with Indonesian local authorities, government agencies, and statutory bodies; build and maintain effective long-term relationships
• Coordinate submissions, applications, approvals, permits, and licenses required for data center development
• Monitor regulatory requirements across land, building, environmental, fire safety, utility, telecommunications, and other project-related areas to ensure full compliance
• Identify potential regulatory issues and elevate critical matters to the General Manager in a timely manner
• Coordinate with utility providers and authorities for power, water, telecommunications, and other infrastructure requirements; support electricity connection and utility-related applications and approvals
• Monitor key utility milestones and identify potential risks affecting project delivery
• Develop and maintain strong working relationships with government authorities, utility providers, local consultants, main contractors, subcontractors, landowners/developers, and local communities
• Represent the Company's interests during external meetings and negotiations; ensure clear and timely communication between Indonesia stakeholders and the Malaysia management team
• Establish and maintain a structured reporting mechanism for Indonesia project activities; prepare regular project development and management reports for the General Manager - Malaysia
• Maintain records of permits, approvals, authority correspondence, and key project documentation

About you
