Winrock International seeks a Finance, HR, and Administration Manager for a four-year, US DOL-funded project in Sulawesi, Indonesia. The role leads finance, HR, and office operations, ensuring sound systems and regulatory compliance with Winrock policies and Indonesian law.

POSITION SUMMARY
Winrock International is seeking afull time Finance, Human Resources (HR), and Administration Managerfor afour-year, U.S. Department of Labor-funded project to promote fair and reliable critical mineral supply chains in Indonesia free of child labor and forced labor. The project will focus on 1) improved regulatory frameworks and their enforcement; 2) capacity building for monitoring, identification, enforcement, and remediation; and 3) research to understand the drivers, risk factors and actors affected by forced labor in critical minerals in Indonesia.
The Finance,HR, and Administration Manager willbe responsible foranaging finance, human resources, and administrative functions for the projectandensure the establishment and maintenance of sound systems and processes in compliance withrelevantWinrockandU.S. Department of Laborpolicies,as well asIndonesia’slaws.
KEY TASKS:
Financial Management and Compliance
Establish andmaintaininternal controls over project financial resourcesin accordance withWinrock policies, accounting standards, and donor requirements.
Oversee day-to-day financial operations, including accounting, cash management, payments, advances, and bank reconciliations.
Support subrecipients (grants/contracts) in financial monitoring and reporting and makes field visits to subcontractor/grantees’ office as and when needed to verify records and compliance and build capacity if needed.
Ensureaccurateandtimelyfinancial reporting to Winrock Home Office, including monthly reporting packages and supporting documentation.
Monitor project expenditures against approved budgets and provide regular financial analysis and forecasts to project leadership.
Ensure compliance with Indonesian tax laws, statutory reporting requirements, and donor regulations.
Superviserelevant staff.
Support internal and external audits and ensuretimelyresolution of audit findings.
Human Resources Management
Oversee recruitment, hiring, onboarding, and separation processes for project staff in coordination with the Project Director and Winrock HR.
Ensure compliance withWinrock’s Code of Conduct,Indonesian laborlawsand Winrock HR policies.
Manage payroll processes andbenefitsadministration in coordination with approved service providers.
Maintainaccurateand complete personnel files and HR records.
Support performance management processes, including staff evaluations and contract renewals.
Serve as a point of contact for employee relations matters, escalating issues asappropriate.
Administration and Office Management
Oversee project office administration, including office lease management, utilities, and service contracts.
Manage procurement and inventory of office equipment, furniture, and suppliesin accordance withWinrock procurement procedures.
Establish andmaintainadministrative systems, filing structures, and recordskeepingpractices.
Oversee travel administration and logistical support for project activities.
Support the development and implementation of field-level policies and procedures, such as travel, vehicle use, security, and asset management.
Coordinate in-country close-out.
Coordination and Reporting
Serve as the primary liaison with Winrock Home Office finance, HR, and operations teams.
Lead and coordinate in-countrystart-up activities, including registration, banking, staffing, andsystems ofestablishment.
Provide guidance to project staff on finance, HR, and administrative procedures.
Contribute to project planning and decision-making as part of the management team.
REPORTING RELATIONSHIP:
TheFinance, Human Resources, and Administration Managerwill report to theProject Director.
POSITION QUALIFICATIONS:
Education: Bachelor’s orMaster’s degree in Finance, Accounting, Business Administration, Human Resources, orrelatedfieldrequired. Professional certification in accounting, finance, or HR is an advantage.
Work Experience:
At least 7 years of progressively responsible experience in finance, operations, HR, or administration for donor-funded or international development projects.
Demonstrated experience managing project finance and compliance, including budgeting, reporting, and internal controls.
Experience overseeing HR and administrative functions, including recruitment, payroll coordination, and compliance with local labor laws.
Prior experience working with international NGOs or donor-funded projectsis stronglypreferred.
Experience working in Indonesia or strong familiarity with Indonesian labor, tax, and regulatory environments preferred.
Experience supporting project start-up or early implementation phases is an asset.

Oral and written fluency in English and Bahasa Indonesiarequired.
