World Resources Institute Indonesia, based in Jakarta, offers a hybrid Procurement Officer role requiring 8 days per month in the office. Qualifications

  • Bachelor’s degree in business, procurement, or related field.
  • Minimum 3 years of procurement, sourcing, contracting, vendor management experience.
  • Knowledge of Indonesian government procurement, public bidding, and tender processes.
  • Familiarity with Workday and Workday Strategic Sourcing is an advantage.
  • Ability to prepare RFQs, RFPs, evaluation documents, and purchase orders with detail.

Job description

This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Program Overview

WRI Indonesia is national entity (Yayasan) associated with the World Resources Institute (WRI), a global environmental research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. WRI Indonesia works with government, civil society, business, communities, and other partners to advance sustainable and inclusive development.

As part of this work, WRI Indonesia is implementing the BFM–BPDLH Project, which includes a substantial portfolio of procurement activities across Aceh and West Sumatra. The portfolio covers goods, services, professional services, equipment, and construction-related works involving different values, locations, implementation schedules, procurement methods, and levels of complexity.

In West Sumatra, the planned procurements include materials and equipment for honey agroforestry and citronella production, administrative and production equipment for KUPS and cooperatives, nursery facilities and seedlings, market research and digital services, and an ecotourism package covering site planning, construction, supporting facilities, signage, and digital infrastructure.

In Aceh, the planned procurements include construction and supporting facilities for honey production, agroforestry, coffee processing, and ecotourism, as well as machinery, production and packaging equipment, warehouses, nursery materials, agricultural and fisheries inputs, digital systems, and professional media services across several project locations, including Bener Meriah and Aceh Tengah. The appropriate procurement method for each package will be determined in accordance with WRI Indonesia’s procurement policies, applicable thresholds and approvals, and relevant funder requirements.

Job Highlight

The Procurement Officer will translate the approved procurement plans into executable packages and manage assigned procurements throughout the lifecycle—from planning, packaging, sourcing, evaluation, and award through contracting, delivery, acceptance, documentation, and close-out. Based within the Operations Department, the position will work closely with BFM–BPDLH Project Teams, Project Operations staff, Project Assistants, Procurement colleagues, regional staff in Aceh and West Sumatra, Finance, Legal, and other relevant functions to ensure that procurement is timely, cost-effective, transparent, well-documented, and compliant.

This position is based in Jakarta, with office-flex working arrangements and travel requirement to project sites, included but not limited to Aceh and West Sumatra. What You Will Do

To ensure that priority BFM-BPDLH procurements in Aceh and West Sumatra are converted from approved procurement-plan items into compliant, well-documented, value-for-money procurement outcomes within the required

Consolidated Procurement Planning and Packaging

Review the Aceh and West Sumatra procurement plans and establish a consolidated procurement implementation plan showing project/location, package title, estimated value, target quarter, procurement method, technical owner, key dates, dependencies, status, and risk.

Group related procurement items into practical packages where appropriate, while preserving competition, value for money, technical requirements, and compliance with applicable procurement thresholds and approvals.

Prioritize time-critical and high-risk packages, including construction, specialized equipment, professional-service procurements, and procurements requiring field verification or longer vendor lead times.

Agree the allocation of procurement packages to each milestone with the Office Manager and relevant BFM-BPDLH project leads.

Procurement Package Readiness, Sourcing, and Solicitation

Work with requesting teams to finalize specifications, bills of quantity, scopes of work, terms of reference, delivery locations, evaluation criteria, estimated costs, and required completion dates.

Conduct market research, supplier mapping, and price benchmarking to confirm market availability, realistic lead times, competition, and value-for-money options.

Prepare and issue RFQs, RFPs, invitations to bid, or other approved solicitation documents, including bidder instructions and required compliance documentation.

Manage bidder communications, clarifications, site briefings or pre-bid meetings where needed, and secure a complete and transparent solicitation record.

Evaluation, Negotiation, Award, and Contract/PO Processing

Coordinate administrative, technical, and commercial evaluations in accordance with approved criteria; maintain evaluator records, conflict-of-interest documentation, bid analysis, and scoring evidence.

Support clarifications and negotiations on price, technical scope, delivery schedule, warranties, after-sales support, construction milestones, and other commercial or contractual terms.

Prepare selection recommendations and approval packages, communicate procurement outcomes as authorized, and maintain a complete audit trail.

Coordinate supplier onboarding and process approved awards into contracts, purchase orders, amendments, or other procurement instruments in Workday, Workday Strategic Sourcing, or other designated systems.

Delivery, Contract, Vendor, and Field Coordination

Monitor supplier and contractor performance against agreed deliverables, quantities, specifications, milestones, delivery dates, quality standards, and contractual obligations.

Coordinate with project teams on delivery inspection, site verification, goods receipt, completion certificates, asset handover, and supporting documentation required before payment.

Support corrective action, amendment, renewal, termination, warranty, or close-out processes and promptly escalate material schedule, quality, integrity, safeguarding, fraud, or compliance risks.

Travel to project locations in Aceh and West Sumatra when justified by procurement complexity, vendor/site requirements, or acceptance needs and when prior approval is obtained.

Documentation, Reporting, and Compliance

Maintain complete and readily retrievable procurement files for each assigned package, including requests, approvals, market research, solicitation documents, bids, evaluations, negotiations, selections, contracts/POs, correspondence, delivery evidence, and close-out documents.

Maintain a live BFM-BPDLH procurement tracker with package status, value, method, owner, next action, deadline, bottleneck, risk, and expected completion date.

Ensure assigned procurements comply with WRI Indonesia policies and procedures, applicable laws and regulations, funder requirements, ethical procurement standards, conflict-of-interest requirements, and sustainable procurement principles.

Provide concise milestone status updates and an orderly final handover of all completed and open procurement matters.

What You Will Need

Bachelor's degree in business administration, supply chain management, procurement, finance, law, or another relevant field; a professional procurement or contract management certification is an advantage.

Minimum 3 (three) years of relevant experience in procurement, sourcing, contracting, vendor management, or a comparable role; experience in a nonprofit, international development, or donor-funded environment is preferred.

Demonstrated knowledge and understanding of the Indonesian government procurement system, including public bidding and tender processes, applicable regulations, vendor selection, compliance and documentation requirements, and other relevant procedures.

Good understanding of procurement principles, competitive selection methods, value for money, contract administration, and procurement documentation.

Ability to independently prepare and review RFQs, RFPs, evaluation documents, vendor recommendations, contracts, amendments, and purchase orders with strong attention to detail.

Understanding of donor or funder compliance requirements, ethical procurement practice, conflict-of-interest controls, and procurement risk management.

Experience using enterprise procurement, sourcing, or ERP systems; familiarity with Workday and Workday Strategic Sourcing is an advantage.

Strong analytical and problem-solving with the ability to conduct basic market research and price benchmarking to ensure price reasonableness and support value-for-money procurement decision.

Good written and spoken Bahasa Indonesia and English, with the ability to communicate professionally with internal stakeholders and vendors.

Ability to manage multiple assignments and deadlines, work collaboratively across functions and locations, and maintain confidentiality and integrity.

Willingness and ability to travel to Aceh and West Sumatra Indonesia when required.

Legally able to work in Indonesia.

Contract Arrangement

Full-time with fixed-term employment agreement up to 31 March 2027.

Must have authorization to work in Indonesia to be eligible for this position.
