Monroe Consulting Group, an Executive Recruitment firm, is partnering with an organisation in the Industrial sector to hire a Director - External Relations & Project Monitoring. This opportunity is based in Indonesia. The role offers the opportunity to play a strategic leadership position in overseeing stakeholder engagement and monitoring the successful delivery of a major infrastructure project.
Position Overview
Lead external stakeholder management while ensuring effective oversight of project execution, compliance, and performance across all project phases.
Drive successful project delivery through proactive monitoring of regulatory, commercial, procurement, HSE, and construction-related activities.
Key Responsibilities
- Manage relationships with government authorities, regulators, PLN, local communities, lenders, and project partners.
- Lead and monitor project permitting and regulatory requirements.
- Oversee project-level HSE performance and contractor compliance.
- Monitor construction progress, schedules, milestones, delays, and recovery actions.
- Oversee critical procurement, equipment delivery, logistics, and associated risks.
- Review contractor payment processes, milestones, supporting documentation, and recommendations.
- Coordinate across EPC contractors, supervising consultants, project controls, HSE, finance, and other functions.
- Identify and escalation major project risks, claims, disputes, delays, and interface issues.
- Provide regular updates to senior management and shareholders on project progress and critical matters.
Key Requirements
Qualifications & Experience
- Minimum 15 years of relevant experience, including around 5 years in a senior project or management role.
- Experience in EPC, infrastructure, power, WtE/PSEL, industrial, or large-scale construction projects.
- Proven experience engaging with government and regulatory stakeholders, including KLHK, ESDM, PLN, and Pemda.
- Willing to be site-based or travel frequently to project locations.
- Minimum Bachelor's degree in Engineering, Construction/Project Management, Finance, Business, Law, or a related field.
- PMP, CCM, or equivalent professional certification preferred.
- Background with an Owner's Engineer, PMC, or consulting organisation preferred.
- Experience working with Chinese EPC contractors preferred.
Technical / Functional Expertise
- Strong understanding of EPC contracts, project controls, procurement, construction, permitting, HSE, and contractor payments.
- Comfortable reviewing project schedules, progress reports, procurement status, and payment documentation.
- Experience overseeing project monitoring, contractor performance, and risk management within large-scale infrastructure developments.
- Knowledge of regulatory approvals, stakeholder engagement, and project governance requirements.
Soft Skills & Leadership Competencies
- Strong analytical, leadership, negotiation, communication, and decision-making skills.
- Ability to manage complex stakeholder relationships across government, regulatory, community, financing, and project partner groups.
- Strong coordination and influencing capabilities across multidisciplinary project teams.
