Job summary

Sandvik Mining and Rock Solutions in Balikpapan, Indonesia seeks an experienced Learning & Development Specialist to build workforce capability and ensure compliance. You will partner with managers, HR, EHS, Finance and external providers to translate business needs into practical development solutions with measurable outcomes.

The role emphasizes end-to-end learning program management, 70:20:10 design, and data-driven evaluation, including Workday Learning administration and budget oversight.

Qualifications

• Bachelor’s degree in HR, Psychology, Education, Business, Industrial Engineering or related field.
• 5–8 years in Learning & Development, People Development or Talent Management.
• Experience coordinating end-to-end learning programs, budgets, records and stakeholders.
• Understanding competency frameworks, IDPs, adult learning, and training evaluation.
• Experience with HRIS or LMS; Workday Learning is an advantage.
• Proficiency in Excel, PowerPoint, reporting and presentation; dashboards/dataviz a plus.
• English proficiency suitable for professional communication with stakeholders.
• Understanding of mining/heavy equipment or regulated industrial environments is a plus.
• Willingness to travel to operational sites and other locations as required.

Responsibilities

• Coordinate the end-to-end learning and development cycle including planning and budgeting.
• Partner with leaders to identify competency gaps using IDs, job descriptions and performance outcomes.
• Design and evaluate role-based learning using 70:20:10 approach and various modalities.
• Manage learning programs for technical, sales, support, leadership, and product mastery.
• Coordinate talent management activities including succession planning and readiness assessment.
• Oversee mandatory regulatory and EHS training and audit readiness with stakeholders.
• Administer learning data in Workday Learning; maintain training records and costs.
• Coordinate internal and external training logistics: vendors, proposals, scheduling, attendance, certificates.
• Monitor learning budget, deliver reports on participation, compliance and effectiveness.
• Support onboarding with learning plans and L&D sessions; participate in other HR projects.
