Job summary

AFSC Operations Limited in Hong Kong seeks a Technical & Safety Manager to lead Quality, Health, Safety & Environmental Services and oversee training across all operations. The role reports to the General Manager and focuses on policy development, compliance checks, and continual improvement in safety and efficiency.

The incumbent will ensure up-to-date manuals, coordinate QA initiatives, and advise on operational procedures; fluency in English and Cantonese with Mandarin as a plus is expected.

Qualifications

• Minimum of ten years operations experience in the oil related industry.
• University/tertiary education, or relevant experience in lieu.
• Background in engineering or a technical discipline.
• Qualification/experience in health & safety management.
• Experience with a broad scope of technical problems and HSE compliance issues of moderate to advanced complexity.
• Knowledge of Jet A-1 Quality Control Procedures.
• Familiarity with Tankfarm and Refuelling Operations.
• Strong interpersonal skills.
• Training experience is essential.
• Fluent in English/Cantonese; Mandarin working knowledge.

Technical & Safety Manager

Reporting to the General Manager. The incumbent is responsible for several key functional areas of AFSC Companies.

Management and provision of Quality, Health, Safety & Environmental Services.

Coordination of initiatives and development activities on quality assurance.

Identification of needs and development/ implementation of training programs to improve operational effectiveness for all operational personnel.

Acting as an advisor on operational policies, procedures, and remedies to deficiencies.

Keeping operation, quality control and HSE procedure manuals up-to-date, and conduct operations and HSE compliance checks.

Development of culture on continual improvement.

Qualifications / Experience
