All Star Agency in Hong Kong seeks a senior leader to head IT Planning & Control within the IT Governance & Risk Control Section. You will lead a newly established team focused on IT planning, budgeting, management reporting and vendor governance across Branch IT.

The role requires 10–15 years in IT planning/PMO, with strong people-management and a strategic mindset to support decision-making and cost management. Proficiency in Excel, PowerPoint, and stakeholder management is essential.

Qualifications

• University degree in Information Technology, Business Administration, Finance, Accounting or a related discipline.
• 10–15 years of IT planning, IT finance, PMO/PPM, governance or related management experience with people-management.
• Banking or regulated financial services experience preferred.
• Strong budgeting, forecasting, cost control, management reporting and KPI oversight.
• Experience in vendor governance, contract and service oversight, cost management.
• Excellent presentation and stakeholder-management skills; proficient in Excel, PowerPoint; English; Japanese a plus.

Responsabilités

• Lead the annual IT planning and budgeting process, including forecast updates, and oversee budget-versus-actual tracking, cost visibility and management reporting.
• Develop and maintain the IT roadmap and support investment prioritisation across IT teams.
• Establish and enhance KPI and status reporting for IT management, and present reports to senior stakeholders.
• Oversee vendor governance, including performance tracking, contract oversight, and service quality monitoring.
• Drive consistency in planning standards, reporting templates and governance processes, and identify improvements in planning, reporting and cost management.
• Lead and develop team members, ensure compliance with internal policies and governance standards, and maintain effective communication across IT and business functions.

Overview

Join a leading international bank in Hong Kong as Team Head – IT Planning & Control in its IT Governance & Risk Control Section. You will lead a newly established team that strengthens IT planning, budgeting, management reporting and vendor governance across the Branch IT function.

About the Role

This senior role suits an experienced IT planning, IT finance or PMO leader with strong people-management skills and a strategic mindset. You will build structured support for management decision-making, financial oversight and governance coordination, working closely with IT, business, finance, procurement and control functions.

Key Responsibilities

• Lead the annual IT planning and budgeting process, including periodic forecast updates, and oversee budget-versus-actual tracking, cost visibility and management reporting.
• Develop and maintain the IT roadmap in line with business priorities and technology initiatives, and support investment prioritisation across IT teams.
• Establish and enhance KPI and status reporting for IT management, and prepare and present clear reports, analysis and recommendations to senior stakeholders.
• Oversee vendor governance, including performance tracking, commercial and contract oversight, and service quality monitoring.
• Drive consistency in planning standards, reporting templates and governance processes, and identify improvements in planning, reporting and cost management.
• Lead and develop team members, ensure compliance with internal policies and governance standards, and maintain effective communication across IT and business functions.

Requirements

• University degree in Information Technology, Business Administration, Finance, Accounting or a related discipline.
• 10–15 years of solid experience in IT planning, IT finance, PMO/PPM, governance or related management functions, with people-management experience required.
• Proven leadership experience in banking or other regulated financial services is preferred.
• Strong knowledge of budgeting, forecasting, cost control, management reporting and KPI oversight.
• Experience in vendor governance, contract and service oversight, and cost management.
• Strong presentation, communication and stakeholder-management skills with senior stakeholders. Proficiency in Excel, PowerPoint and reporting tools, good written and spoken English, and Japanese is a plus.
