All Star Agency seeks a Head of IT Planning & Control in Hong Kong to lead a newly formed team focused on IT planning, budgeting, governance and cost management. You will partner with IT, business, finance and procurement to drive decision-making and oversight across the Branch IT function.

The role requires strategic leadership, deep IT finance experience, and strong stakeholder management. Banking background and proficiency in Excel/PowerPoint are a plus.

Formación

• University degree in Information Technology, Business Administration, Finance, Accounting or related discipline.
• 10-15 years of experience in IT planning, IT finance, PMO/PPM, governance or related management functions with people-management experience.
• Leadership experience in banking or regulated financial services preferred.
• Strong budgeting, forecasting, cost control, management reporting and KPI oversight.

Join a leading international bank in Hong Kong as Head of IT Planning & Control within its IT Governance & Risk Control Section. You will lead a newly established team that strengthens IT planning, budgeting, management reporting and vendor governance across the Branch IT function.

About the Role

This senior leadership role suits an experienced IT planning, IT finance or PMO professional with strong people-management skills and a strategic mindset. You will build structured support for management decision‑making, financial oversight and governance coordination, working closely with IT, business, finance, procurement and control functions.

Key Responsibilities

• Lead the annual IT planning and budgeting process, including periodic forecast updates, and oversee budget-versus-actual tracking, cost visibility and management reporting.
• Develop and maintain the IT roadmap in line with business priorities and technology initiatives, and support investment prioritisation across IT teams.
• Establish and enhance KPI and status reporting for IT management, and prepare and present clear reports, analysis and recommendations to senior stakeholders.
• Oversee vendor governance, including performance tracking, commercial and contract oversight, and service quality monitoring.
• Drive consistency in planning standards, reporting templates and governance processes, and identify improvements in planning, reporting and cost management.
• Lead and develop team members, ensure compliance with internal policies and governance standards, and maintain effective communication across IT and business functions.

Requirements

• University degree in Information Technology, Business Administration, Finance, Accounting or a related discipline.
• 10-15 years of solid experience in IT planning, IT finance, PMO/PPM, governance or related management functions, with people-management experience required.
• Proven leadership experience in banking or other regulated financial services is preferred.
• Strong knowledge of budgeting, forecasting, cost control, management reporting and KPI oversight.
• Experience in vendor governance, contract and service oversight, and cost management.
• Strong presentation, communication and stakeholder-management skills with senior stakeholders. Proficiency in Excel, PowerPoint and reporting tools, good written and spoken English, and Japanese is a plus.
