Job summary

HSITP Hong Kong-Shenzhen Innovation and Technology Park is seeking a Senior Manager to lead strategic development, governance and operation of biobank and laboratory facilities. The role drives partnerships with government, hospitals, universities and industry, and oversees infrastructure, compliance and performance.

The ideal candidate has a Master’s or higher in Life Sciences with 10+ years in biobanking or translational research, plus strong leadership and cross-border collaboration skills

Qualifications

  • Master’s degree or above in Life Sciences, Biomedical Sciences, Biotechnology, Healthcare, or a related discipline; PhD is an advantage.
  • Minimum 10 years of relevant experience in biobanking, core laboratory facilities, translational R&D or Life & Health Technology.
  • Proven experience in managing major workstreams within large-scale biobanking, laboratory infrastructure or healthcare innovation initiatives.
  • Strong knowledge of biobanking operations, regulatory and ethical frameworks, quality systems and translational medicine.
  • Demonstrated capabilities in strategic planning, business development, stakeholder management and cross-sector partnerships.
  • Established network across government, healthcare, academia and industry in Hong Kong, Mainland China, the GBA or international markets.
  • Excellent interpersonal, communication and leadership skills; fluent in English, Cantonese and Mandarin.

Responsibilities

  • Implement strategic plans for biobank and lab facilities under Associate Director guidance.
  • Develop sustainable operating models and lead implementation upon approval.
  • Build and manage partnerships with government, hospitals, universities, industry and investors.
  • Coordinate cross-boundary and international collaboration leveraging GBA networks.
  • Oversee day-to-day management of lab infrastructure, equipment, and facilities.
  • Develop governance for biospecimen/data management, consent, ethics, biosafety and quality.

Job description

  • Implementation of strategic plans for the development, governance and operation of biobank and laboratory facilities under the direction of the Associate Director and in alignment with HSITP's ecosystem strategy
  • Develop and recommend sustainable operating and growth models for shared infrastructure supporting translational research, precision medicine, advanced therapeutics, AI-driven healthcare and commercialization, and lead their implementation upon approval
  • Develop and manage strategic partnerships with government agencies, hospitals, universities, research institutes, pharmaceutical and biotechnology companies, CROs, CDMOs, investors and international organizations
  • Lead and coordinate cross-boundary and international collaboration initiatives, leveraging the GBA and global innovation networks to engage partners and attract research programmes and investment
  • Oversee the day-to-day management of laboratory infrastructure, technology platforms, equipment acquisition, facility expansion, service offerings, compliance reporting and operational performance
  • Develop, implement and continuously enhance governance frameworks for biospecimen and data management, participant consent, ethics, biosafety, quality assurance, accreditation, risk management and regulatory compliance, in accordance with the strategic direction set by the Associate Director
  • Lead business development, user acquisition and stakeholder engagement initiatives to enhance facility utilization, revenue generation and ecosystem impact
  • Monitor scientific, technological, regulatory and market trends in biobanking, genomics, cell and gene therapies, digital health and translational medicine
  • Perform other duties assigned by senior management
Requirements:
  • Master's degree or above in Life Sciences, Biomedical Sciences, Biotechnology, Healthcare, Biomedical Engineering, Public Health or a related discipline; a PhD is an advantage
  • Minimum 10 years of relevant experience in biobanking, core laboratory facilities , translational R&D or the Life & Health Technology sector, including at least 3 years in a supervisory or managerial role
  • Proven experience in managing and leading major workstreams within large-scale biobanking, laboratory infrastructure, healthcare innovation or ecosystem development initiatives
  • Strong knowledge of biobanking operations, regulatory and ethical frameworks, laboratory quality systems, translational research and precision medicine
  • Demonstrated capabilities in strategic planning, business development, stakeholder management and cross-sector partnership development
  • Established network across government, healthcare, academia and industry in Hong Kong, Mainland China, the GBA or international markets
  • Strategic thinker with strong leadership, problem solving, communication, analytical and decision-making skills
  • Excellent interpersonal, stakeholder management and communication skills
  • Excellent command of written and spoken English, Cantonese and Mandarin
  • Work at the Lok Ma Chau office is required
