Job summary

All Star Agency is seeking a Senior Manager - Data Science & Governance to lead the design and implementation of integrated AI and data governance frameworks across data platforms. You will report to the Division Head of Governance and drive governance across ownership, metadata, lineage, quality and risk controls.

You will mentor a team, coordinate governance processes, and influence senior stakeholders to ensure compliant, responsible data usage and AI adoption in banking contexts.

Qualifications

• University degree in data science or related field.
• 6-8 years in data governance or data management, with managerial experience in financial services or Fintech.
• Strong communication and cross-functional collaboration skills.

We are seeking an experienced Senior Manager - Data Science & Governance professional to join our client's Data Science & Governance team. Reporting to the Division Head of Governance, you will play a key role in implementing and executing integrated AI and data governance frameworks - ensuring the data and AI platforms and solutions are developed and used in a controlled and compliant manner in line with bank standards and policies.

What you'll do:

• Coordinate governance processes across data ownership, classification, metadata, lineage, quality, retention, and issue management
• Support AI use case assessments, approvals, and monitoring
• Provide operational oversight across data management lifecycles and support governance forums
• Drive data ownership, stewardship, classification, metadata, lineage, quality, master and reference data, retention, and issue management
• Embed data ownership, quality controls, checkpoints, and Governance by Design into change and technology initiatives
• Enhance metadata and CDE capabilities with technology and business stakeholders to improve adoption, automation, efficiency, and readiness
• Establish scorecards and monitoring to assess data quality, readiness, maturity, and control effectiveness
• Guide resolution of complex data quality, ownership, metadata, lineage, and governance issues through relevant forums
• Advise senior leaders, Data and AI owners, product teams, and control functions on governance, strategy, risk, and responsible adoption
• Prepare and facilitate governance forums with clear agendas, quality materials, documented decisions, ownership, and follow-through
• Build cross-functional relationships and influence senior stakeholders to secure sponsorship for governance initiatives
• Deliver communication, training, and awareness programs to strengthen data literacy, Responsible AI awareness, and governance culture
• Mentor, coach, and develop team members

What we're looking for:

• University graduate in Data Science, Computer Science, Business Administration, Information Management, or a related discipline
• Minimum 6-8 years' experience in Data Governance or Data Management, including a few years at managerial level with recognized establishments in financial services and/or Fintech; AI governance experience is a plus
• Knowledge of industry-leading Data Privacy and Data Protection management practices is an advantage
• Hands-on experience in Data Governance, Data Management, and Data Quality in the financial sector, preferably banking
• Strong communication, interpersonal, teamwork, facilitation, and negotiation skills
• Good problem-solving skills with a proactive approach to resolving issues
• Proficiency in spoken and written English and Cantonese, Mandarin
