Job summary

CLPe Solutions Limited in Hong Kong seeks a Branch Head to lead a team of Project Managers, Engineers, and contractors to execute building cooling and district cooling projects. You will develop construction and implementation plans for safe, cost-effective HVAC systems and oversee procurement and site activities.

Qualifications

• University degree in relevant Engineering disciplines.
• Minimum 15 years’ working experience with 8+ years in management.
• Extensive large-scale construction and HVAC/project management in Hong Kong.
• Experience in district cooling projects is advantageous.
• Chartered Engineer status advantageous.

Job description

This is a branch head role who leads a team of Project Managers, Engineers, Technical staff, contractors and subcontractors to execute the construction and implementation of building cooling and district-cooling (DCS) projects in Hong Kong. The key responsibilities of this role are:

Support business development of building cooling and DCS projects by developing the construction and implementation plan of HVAC systems and associated construction activities that are safe, cost effective and maintainable.

Develop Civil & Structural (C&S), Electrical & Plumbing (MEP) construction cost estimation, assess the construction method and buildability, identify the construction risk throughout the proposal preparation stage to project commissioned stage.

Develop construction strategy by identifying good quality C&S and MEP main contractors and subcontractors according to company’s procurement policies. Take lead in value engineering exercises for implementation and prepare customer proposal or tender submission.

Develop outsourcing strategies and oversee outsourcing works, manage service providers, review and monitor their performance to ensure compliance with service level and requirements.

Upon award of project, assemble a project management team to manage the contractors, suppliers and equipment procurement, monitor performance according to company’s safety, compliance standards, budget and timeline. Identify cost saving and process improvement whenever possible.

Manage project execution including preparation and review of C&S and MEP site management plan, method statements, materials submission, spatial coordination, testing and commissioning plan etc.

Manage and monitor defect rectifications by contractors and suppliers and ensure defect rectifications and any latent defect arise are completed according to requirements.

Proper handover the commissioned project to cooling operation team for safe and full functional operations.

Effectively communicate and lead the team to tackle customers complaints during construction phase and work closely with business development team to resolve issues

Maintain compliance with all relevant regulatory, environmental and safety standards, and develop and enforce risk management during implementation stage to minimize disruptions and ensure safety. Ensure all the necessary statutory documentation is in place.

Ensure all relevant CLP standards and client requirements are met, as well as compliance with relevant local legislation, and actively participate in Health and Safety reviews. Manage internal processes according to company's policies, guidelines, procedures, and governance and strive for continuous improvement. Liaise with other internal departments and stakeholders on problem solving.

Lead and develop a high-performing and engaged team including both staff and contractor staff. Recruit, train, and manage a skilled team to deliver exceptional results.

Qualifications & Experience:

• University degree in relevant Engineering disciplines.
• A minimum of 15 years’ working experience and more than 8 years’ managerial experience leading a sizeable team.
• Good track records in extensive large scale new build construction, HVAC and Central chiller plant implementation and project management experience in Hong Kong.
• Experience in district cooling projects and possession of Chartered Engineer status are advantageous.
• Possession of strong technical expertise in HVAC air-side and water-side systems operation and maintenance and solid business development experience in forming suppliers/ contactors/ customer partnership.
• Multi-faceted construction project management experience and capabilities, manage budget and cost.
• Strong stakeholder management skills, with the ability to effectively engage internal and external stakeholders and foster collaboration while resolving conflicts within and across teams.
• Strong commitment to safety culture and risk mitigation. Possess sound knowledge of occupational safety requirements.
• Sound in financial planning and management. Possess business acumen to optimize costs and improve profitability.
• Extensive managerial experience in leading teams to implement various projects and to generate innovative solutions and process improvement.
• Demonstrate leadership ability to lead and develop a high performing and engaged team.
• Proficient in spoken and written English and Cantonese.
