Job summary

The Lands Department in Hong Kong seeks a highly experienced IT/GIS professional to lead and support the development, implementation and management of GIS projects within a government environment.

You will oversee system analysis, design, integration, and security risk assessments while coordinating with vendors, internal staff, and other departments to ensure robust IT/GIS solutions.

Qualifications

• Bachelor’s degree in Computer Science, Computing, Information Technology (IT), System Engineering or related disciplines.
• Minimum 10 years’ relevant post-qualification full-time working experience in development and management of GIS/IT projects.
• Minimum 3 years’ working experience in project planning, implementation and management of GIS/IT projects with supervisor responsibilities.
• Minimum 4 years’ experience in planning, development, implementation and management of GIS/location-based projects in Government environments.
• Solid experience in system analysis & design, system implementation & integration, data security, and security risk assessment & audit for new computer systems; familiarity with web technologies and enterprise databases; GIS/geospatial tools; and spatial database design.
• Meet language proficiency in Chinese and English at Level 2 or above; hold one of the listed certificates (Agile PRINCE2, PMP, ITIL).

Responsibilities

• Manage and provide technical support for IT/GIS project implementations and development of Lands Department computer systems.
• Provide technical guidance to in-house and contract IT staff for upgrades, optimization and maintenance of IT/GIS applications.
• Support outsourced vendors for IT/GIS project delivery and services.
• Advise on optimal IT/GIS infrastructure solutions, inventory, resource evaluation, and server farms.
• Provide guidance on QA, security risks, and system integration between Bureaux/Departments.
• Discharge office administrative duties.
