Job summary

Shanghai Tunnel (Hong Kong) Company Limited is seeking an experienced Senior Estimator to lead tendering and cost estimation for major engineering and construction projects. Qualifications

• Bachelor's degree in Quantity Surveying, Civil/Building Engineering, Construction Management, or related field.
• HKIS or RICS (or equivalent) preferred.
• Minimum 6 years of construction estimating and tendering experience.
• Proficient in cost estimating software and MS Office, especially Excel.
• Strong analytical, negotiation, and cost-precision skills.
• Proficient in English and Chinese (Cantonese and Putonghua).

Responsibilities

• Lead end-to-end tender submissions with detailed BQ measurement and cost calculations.
• Evaluate contract conditions and site constraints to identify commercial risks and mitigation strategies.
• Issue tender enquiries to subcontractors and suppliers; perform bid comparisons and negotiate pricing/terms.
• Build, update, and maintain cost databases, benchmarks, and pre-qualified subcontractor registers.
• Collaborate with Project Managers, QS/Commercial teams, engineering staff, and JV partners.
• Lead post-tender clarifications and handovers to project execution teams.

Job description

We are seeking an experienced and analytical Senior Estimator to lead and support our tendering and bidding operations. The successful candidate will be responsible for preparing detailed cost estimates, formulating competitive bid strategies, managing subcontractor submissions, and identifying commercial risks for major engineering and construction projects.

Key Responsibilities

Tendering & Cost Estimation: Lead end-to-end preparation of complex tender submissions, including detailed bill of quantities (BQ) measurement, direct/indirect cost calculations, resource loading, and cash flow projections.

Risk & Strategy Analysis: Evaluate tender documents, contract conditions, and site constraints to identify potential financial/commercial risks, offering proactive mitigation strategies and value engineering solutions during bid preparation.

Procurement & Subcontractor Management: Issue tender enquiries to subcontractors and material suppliers, perform thorough technical and commercial bid comparisons, and negotiate optimal pricing and commercial terms.

Benchmarking & Data Management: Build, update, and maintain internal cost databases, productivity rates, market price benchmarks, and pre-qualified subcontractor registers to ensure continuous accuracy in future estimates.

Cross-Functional Collaboration: Partner closely with Project Managers, Commercial/QS teams, Engineering design staff, and Joint Venture (JV) partners to refine execution methodologies and constructability assumptions.

Post-Tender Support: Lead tender clarification meetings with clients/consultants, prepare detailed handovers to project execution teams upon award, and assist in initial budget breakdowns.

Qualifications & Experience

Education & Professional Credentials: Bachelor's degree in Quantity Surveying, Civil/Building Engineering, Construction Management, or a related discipline. Professional qualification (e.g., HKIS, RICS, or equivalent) is highly preferred.

Experience: Minimum 6 years of solid experience in construction estimating and tendering, preferably with main contractors handling civil infrastructure or building projects. (Candidates with less experience will be considered for the position of Estimator).

Technical Skills: Proficient in cost estimating software, digital measurement tools, and MS Office suite (advanced Excel skills are essential). Strong knowledge of standard methods of measurement and local contract conditions.

Core Competencies: Excellent analytical, negotiation, and problem-solving skills with high attention to cost precision and commercial exposure.

Communication: Strong interpersonal and presentation skills. Proficient in both written and spoken English and Chinese (Cantonese and Putonghua).
