The Building Technology Research Institute (BTRi) is a limited company wholly owned by the Financial Secretary Incorporated.
BTRi is shaping the future of construction by applying research and development in innovative construction materials, methods, and technologies; advancing local standards and formulating local and Greater Bay Area (GBA) standards for new materials and technologies; and conducting testing and providing accreditation and certification for new solutions. Leveraging Hong Kong's unique advantages, BTRi aims to establish the GBA as one of the leading regions with the most advanced construction technologies, and transform the construction industry into a high-quality, innovative force.
Job Description
The Section Head (SH) serves as the leader of their respective Section, reporting directly to the CEO, and is fully accountable for the Section's business development, profitability, operational performance, staff development, and succession planning. The SH is expected to drive business growth and ensure the quality and timely delivery of all project outputs.
The SH represents BTRi professionally to the industry, nurtures key client relationships, and identifies new business opportunities. The role requires a balance of technical expertise, business acumen, and leadership – positioning the SH as a key strategic deputy to the CEO. With clear KPIs and regular performance reviews, the SH and their team are expected to foster ownership and performance excellence across BTRi.
Key responsibilities of the Section Head include:
- Drive business development initiatives, identify new market opportunities, and ensure the profitability and sustainable growth of the Section, while contributing to the Company's overall strategic objectives, as directed by the CEO;
- Closely monitor and maintain a high level of involvement in project delivery and quality management, ensuring all outputs meet the required standards and are delivered on time;
- Lead and supervise staff teams, driving a high-performance culture through effective people management, quality assurance, and staff development;
- Build and nurture strategic partnerships with international, Mainland, and local counterparts, fostering a shared culture of innovation and collaboration across the construction ecosystem;
- Oversee effective governance and reporting to the Board and CEO, including regular updates on work plans, budget, staffing, and other administrative and management matters; and
- Represent BTRi externally, articulating its vision and values to stakeholders, the media, and the wider community.
Desirable Attributes
The SH is expected to be a senior executive with deep knowledge in the Section's areas of focus and recognised by the industry as a subject matter expert. The successful candidate should demonstrate the following attributes with evidence:
- Leadership capability - Proven ability to lead, motivate, and supervise teams, with a track record of driving performance excellence;
- Industry expertise - Deep knowledge across applied R&D, standards advancement, and accreditation, certification, and testing, with recognised expertise in at least one of these areas; and a thorough understanding of the culture and systems of both the public and private sectors;
- Project management - Ability to independently execute complicated projects with a strong focus on quality and timely delivery;
- Communication and interpersonal skills - Excellent communication and stakeholder management skills, with the ability to represent BTRi professionally to external stakeholders;
- Extensive networks - Strong connections with relevant government bureaux/departments, academia, and industry stakeholders;
- Integrity and reputation - A person of high integrity with a respectable standing and credible reputation in the construction industry; and
- Academic and professional excellence – Relevant academic and professional qualifications, with over 15 years of professional experience in construction, and remaining actively engaged in the industry.
