About the Role
We are building out our Hong Kong compliance function ahead of obtaining our TCSP (Trust or Company Service Provider, Licence No. 149) license. We are looking for a compliance professional to lead the licensing preparation, establish the AML/CFT framework for the TCSP business, and - upon license approval - be appointed as the designated Compliance Officer (CO) / Money Laundering Reporting Officer (MLRO) for the TCSP license, subject to regulatory fitness and properness assessment.
Key Responsibilities
- Lead the TCSP-149 licensing preparation: design and implement the AML/CFT policy, internal controls and procedures (CDD/EDD, ongoing monitoring, STR reporting, record-keeping) in line with the AMLO and regulatory guidance;
- Act as the designated CO / MLRO upon license approval, and serve as the primary regulatory contact with the Companies Registry and JFIU, including licensing renewals, annual declarations, on-site inspections and remediation;
- Conduct institutional risk assessment (IRA) and drive compliance training, internal audit coordination, and governance reporting to the board;
- Align TCSP compliance standards with the Group's existing MSO licensing framework (Customs & Excise Department, JFIU, STR reporting) for a unified AML/CFT approach;
- Support the Group's wider regulatory roadmap, including future SFC licensing initiatives (Type 1/4/9).
Requirements (Hard Criteria)
- Proven RO or senior compliance leadership experience in Hong Kong licensed entities, meeting one of the following:
- Prior experience as MLRO / Compliance Officer of a TCSP-licensed entity, or hands-on experience in a TCSP (149) license application; OR
- Prior experience as a Responsible Officer (RO) for SFC Type 1/4 or Type 4/9 regulated activities (e.g., securities dealing / asset management);
- Local to Hong Kong (on-site), with working rights in Hong Kong;
- Fluent in English and Cantonese; Mandarin is a plus (Chinese-backed group, regular interaction with HQ);
- Clean regulatory record, able to pass the fitness and properness assessment;
- Bachelor's degree or above in law, finance, accounting or a related discipline.
Nice to Have
- Experience with other payment/financial licenses (MSO, EMI, PI, MPI, etc.);
- Web3 / crypto-asset compliance experience (licensed VASP, stablecoin projects);
- Multi-jurisdiction regulatory exposure.
What We Offer
- Full ownership of a license from 0 to 1 — you will be the designated RO/CO once the license is approved;
- A global platform (Europe / Southeast Asia) with exposure to cross-border payments and stablecoin strategy;
- Competitive package and a clear path to broader compliance leadership.
