Job description

We are looking for a detail-oriented and commercially minded Compliance Manager / Deputy MLRO to support and strengthen our compliance framework in Hong Kong. This role will play a key part in ensuring regulatory compliance for our Money Services Operator (MSO) business and will work closely with regulators, internal stakeholders, and external partners.

Key Responsibilities
  • Support the development, implementation, and ongoing maintenance of the company’s compliance framework, including AML/CTF, sanctions, KYC/CDD, ongoing monitoring, and transaction monitoring.
  • Ensure full compliance with Hong Kong MSO licensing conditions, the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (AMLO), and relevant guidelines issued by the Customs and Excise Department (C&ED).
  • Monitor regulatory developments and assess their impact on the company’s policies, procedures, and operations.
  • Act as a key compliance contact for regulators, auditors, banks, and other external stakeholders.
  • Review and assess suspicious transaction alerts and determine whether Suspicious Transaction Reports (STRs) should be filed with the Joint Financial Intelligence Unit (JFIU).
  • Maintain clear and complete documentation for internal investigations, STR assessments, and regulatory decisions.
  • Oversee sanctions screening, PEP screening, and enhanced due diligence (EDD) for higher-risk customers.
  • Conduct and document Enterprise-Wide Risk Assessments (EWRA) and periodic AML risk reviews.
  • Draft, review, and update compliance policies, procedures, and internal guidelines.
  • Provide practical compliance advice to business and operations teams on new products, customers, and transactions.
  • Support internal audits, regulatory inspections, and compliance reviews.
Requirements
  • Bachelor’s degree or above in Law, Finance, Accounting, Business, or a related discipline.
  • Minimum 3 years of relevant compliance and AML experience, preferably within MSOs, fintechs, banks, or other financial institutions.
  • Proven experience acting as, or performing duties equivalent to, an MLRO in Hong Kong or a comparable jurisdiction is highly preferred.
  • Strong practical knowledge of AMLO, MSO licensing requirements, and AML/CTF regulatory expectations in Hong Kong.
  • Hands‑on experience handling STRs, regulatory inquiries, inspections, and audits is highly desirable.
  • Solid understanding of AML/CTF, sanctions, and financial crime risks relevant to money services businesses.
  • Professional certifications such as CAMS, AAMLP, ICA, or other relevant compliance/AML qualifications are an advantage.
  • Strong analytical, risk assessment, and problem‑solving skills.
  • Excellent communication skills, with the ability to engage confidently with regulators and senior management.
  • High level of integrity, independence, and professional judgment.
  • Strong written and spoken English and Chinese; Mandarin proficiency is required, and Cantonese is a plus.
