Job summary

Love 21 Foundation Limited in Hong Kong seeks a Head of Programmes to provide strategic leadership for all programme activities, ensuring excellence in design, delivery, impact measurement and financial stewardship.

You will build high-performing teams, secure funding through compelling grant proposals, implement robust monitoring, reporting, safety standards, and partner relationships to maximise outcomes for communities. Strong Cantonese and English communication is essential.

Qualifications

• Minimum 5 years of senior management experience within the charity/NGO sector.
• Proven experience in full grant management cycle: proposal to monitoring, reporting and compliance.
• Experience developing safety standards and operational protocols for community services or physical activity programmes.
• Ability to support and manage volunteer-driven initiatives alongside professional service delivery.
• Strong strategic planning and analytical abilities with a focus on outcomes and impact.
• Excellent communication and interpersonal skills, fluent in Cantonese and proficient in written and spoken English and Chinese.

Responsibilities

• Lead the development and execution of the programme strategy in alignment with organisational goals.
• Establish and implement best-practice programme management frameworks, policies, and procedures.
• Analyze programme challenges, mitigate risks, and drive innovation.
• Formulate annual operational plans with outputs, outcomes, timelines and resources.
• Drive continuous improvement and evaluate programme quality and impact.
• Hold overall accountability for safe delivery, budgets, and quality standards.
• Develop KPIs, monitor performance, and report to management.
• Cultivate and manage strategic relationships with service delivery partners.
• Oversee grant-funded projects, monitoring utilization, progress and impact.
• Ensure compliance with funder requirements and reporting timelines.
