Job summary

The West Kowloon Cultural District Authority is seeking an experienced data leader to drive the Enterprise Data Platform, data governance and a single source of truth across applications. You will lead a team of data professionals, work with vendors, and guide stakeholders in turning data into actionable business insights.

The role requires deep expertise in data management, analytics tools, and modern BI practices, with strong communication in English and Chinese to partners and internal teams.

Qualifications

• Bachelor's degree or above in Computer Science, Data Science or equivalent.
• Minimum 10 years of data management and analytics experience in large-scale organisations, with at least 3 years in supervision.
• Strong leadership and management skills with experience leading a team of data professionals and projects.
• Solid experience with data management and analytics software with technologies like Anaconda, Jupyter, Python, Spark, NoSQL, Node.js, Tableau and Cloud Services.
• Understanding of data governance, quality control and security best practices; able to establish data operating model.
• Able to work collaboratively with cross-functional teams and external partners; articulate insights to non-technical stakeholders.
• Past track record driving digital transformation and data-driven initiatives; model development experience is a plus.
• Fluent in English and Chinese.

Responsibilities

• Develop common-data-model design and enablement across applications to form a Single Source of Truth.
• Develop standards and best practices for a robust BI solution and guide stakeholders on self-serve analytics.
• Support analytical and digital transformation initiatives, prototypes and KPI visualizations.
• Support business solutions to ensure seamless data and insights integration with applications and infrastructure.
• Perform other duties as reasonably assigned by the Authority.

Job description

You Will Be Responsible For

• managing the team and vendor to implement Enterprise Data Platform, deliver successful system implementation with effectiveness, high quality, accuracy, security and cost control;
• establishing and executing on data governance framework, policies, standards, and guidelines for IT data access and quality management;
• establishing common-data-model design and enablement across applications, to ensure the reusability of the data and formulate the Single-Source-of-Truth for the Authority;
• developing standards and best practices to build a robust BI solution and providing guidance to stakeholders on conceiving efficient approaches to developing business insight, enable self-serve BI and operational data reports;
• supporting key analytical and digital transformation initiatives, prototype, and KPI visualizations to the stakeholders and management;
• supporting business solutions holistically to ensure data and insights seamless integration with other application / infrastructure components; and
• performing any other duties from time to time as reasonably assigned by the Authority.

You Should

• possess a recognised university degree or above in Computer Science, Data Engineer, Data Science or equivalent;
• have a minimum 10 years of data management and analytics in large-scale organisation with at least 3 years in supervisor role;
• have strong leadership and management skills, with experience leading a team of data professionals and data projects;
• have solid experience in data management and analytics software with technologies like Anaconda, Jupyter, Python, Spark, NoSQL, Node.js, Tableau and Cloud Services;
• have understanding of data governance, quality control, and security best practices, establishing and enforcing data operating model and procedure;
• be able to work collaboratively with cross-functional teams and external partners, and able to communicate and deliver business insights efficiently to non-technical stakeholders;
• have past track record driving digital transformation and similar data-driven initiatives, including model development covering segmentation, acquisition, cross-selling and related applications will be advantage;
• have experience in advanced analytics and machine learning frameworks such as Sagemaker, TensorFlow, PyTorch, or similar will be advantage;
• be able to build good relationships with different stakeholders across the organisation; and
• be proficient in written and spoken English and Chinese.
