Qualifications

• Degree holder in a related discipline.
• Minimum 8 years of relevant experience in operations / clearing & settlement within the securities or investment banking industry.
• At least 3 years of management experience.
• Solid knowledge of electronic settlement systems, including CCASS, CMU, Euroclear, and SWIFT.
• Strong understanding of the Hong Kong securities market environment and SFC regulatory requirements.
• Excellent interpersonal and communication skills, with fluency in written and spoken Chinese (Mandarin).

Responsibilities

• Lead and supervise the daily operations of the department, ensuring efficient and accurate clearing and settlement services for securities, corporate finance, DCM, and related businesses in Hong Kong.
• Provide operational support to Global Markets activities, with a primary focus on FICC products and secondary support for Hong Kong cash equities.
• Oversee DCM settlement processes, including primary issuance settlement, secondary market bond settlement, and related reconciliation through CMU, Euroclear, and other relevant platforms.
• Monitor and control operational risks, and effectively manage contingency situations and exceptional cases.
• Ensure all operational procedures and activities fully comply with SFC regulatory requirements and internal policies.
• Continuously review and enhance operational workflows to maintain accuracy, integrity, and efficiency.
• Develop, implement, and maintain internal operational policies and procedures covering dealing, risk control, and settlement (including DCM settlement procedures).
• Establish and maintain clear escalation and reporting frameworks to enable timely communication of operational and risk issues to different levels of management.
• Lead the formulation of business requirements for system development and enhancement projects.
• Drive process re-engineering and operational reviews across key activities.
• Design and implement new operational processes to support new business initiatives.
• Investigate settlement discrepancies and resolve related outstanding issues in a timely manner, including DCM bond settlement exceptions.
• Establish and regularly update daily policies and procedures to sustain the efficiency of the back-office function.
• Conduct stress testing and risk evaluations in support of business line expansion.
• Manage operational readiness and support for IPO and other primary market transactions, as well as DCM primary issuance settlements.
